On April 19, 2016, an interdepartmental meeting was held at the Vitebsk Regional Prosecutor's Office on the state of settlements of enterprises in the Vitebsk region, the causes of formation and growth of overdue foreign accounts receivable, and measures taken for its timely collection.
Representatives of the Vitebsk Regional Executive Committee, heads of enterprises belonging to the "Vitebsk Meat and Dairy Products Concern" state enterprise, enterprises of the concerns "Bellegprom" and "Belgospishcheprom" took part in the meeting.
The meeting discussed the most problematic issues arising in the course of contractual and claim-legal work, and the attention of the managers was focused on the need to tighten control over the fulfillment of the terms of contracts concluded with non-residents of the Republic of Belarus and the timely receipt of funds. In addition, the issue of the possibility of writing off uncollectible debt was raised, and problematic issues arising when making a decision on the need to write off such debt were discussed.
Based on the results of the work, a protocol was sent to the heads of enterprises in the region with overdue foreign accounts receivable, which are constantly growing, and to the Vitebsk Regional Executive Committee, containing mandatory requirements for the development of uniform approaches to determining uncollectible debt and its write-off, the implementation of departmental control by the Regional Executive Committee over compliance with legislation of decisions made on debt write-off, and the adoption of additional measures aimed at reducing problematic debt.
