On June 21, 2016, an interdepartmental meeting was held at the Vitebsk Regional Prosecutor's Office with the participation of the Vitebsk Regional Committee for State Control on the issue of the state of legality in the activities of RUP "Vitebskavtodor" and its branches.

The meeting discussed the most problematic issues arising in the course of contractual and claim-and-demand work, and focused on the need to tighten control over the fulfillment of the terms of concluded contracts. The management of RUP "Vitebskavtodor" was alerted to the widespread violation of the labor rights of branch employees when bringing them to disciplinary and material liability, the wording of the reasons for dismissal and making final settlements, and the practice of concluding civil law contracts with citizens for the performance of work included in the official duties of permanent employees, which does not comply with the requirements of the legislation.

In addition, the issue of violations of the requirements of the legislation on public procurement tenders in terms of overstating the cost of construction of facilities financed by the republican budget, including the "North-Western Bypass Road of Vitebsk" facility, was raised.

Based on the results of the work, a protocol was sent to the General Director of RUP "Vitebskavtodor" Konoplich A.A., containing mandatory requirements for the need to develop uniform approaches in determining the cost of construction of facilities, to prevent violations of labor rights of employees, to conclude construction contracts in strict accordance with the legislation, and to take additional measures aimed at reducing problematic debt.
