On January 22, a collegium meeting was held at the Vitebsk Regional Prosecutor's Office to summarize the supervisory activities for 2015.
The attention of the prosecutor's offices was focused on resolving issues related to the fight against corruption and economic crimes, crime prevention, and increasing the responsibility of officials for the quality performance of their duties.
As a result of the work done, it was possible to maintain a stable crime situation overall.
In 2015, 11,297 crimes were registered in the region, which is 3.4% more than a year earlier. The crime rate per 10,000 population was 94.3 (compared to 102.3 for the republic).
The number of robberies, muggings, rapes, fraud incidents, and vehicle thefts decreased. The number of crimes committed repeatedly and while intoxicated decreased.
At the same time, a negative factor in the development of the crime situation is the evasion of citizens from labor activities and, as a consequence, their commission of socially dangerous acts. In
In the past year, about one-third of the crimes committed in the region were committed by unemployed persons.
The number of murders and grievous bodily harm has increased in the region, which in some cases is due to the lack of targeted individual work with citizens prone to domestic conflicts, and the insufficient level of departmental control and prosecutorial supervision over the implementation of the Law of the Republic of Belarus "On the Fundamentals of Crime Prevention Activities".
Issues of combating illicit trafficking in weapons, ammunition, explosives, and homemade explosive devices remain relevant.
It is necessary to improve the quality of prosecutorial supervision over the enforcement of legislation on combating illicit trafficking in narcotic drugs, psychotropic substances, their precursors and analogues.
For the first time in recent years, the number of crimes committed by young people has increased (+6.3%), which necessitates intensifying supervision over compliance with legislation aimed at preventing neglect, juvenile delinquency, family dysfunction, increasing parental responsibility for raising adolescents, and reimbursement of expenses incurred by the state for the maintenance of children.
When organizing the support of state prosecution, proper pre-trial preparation is not always carried out.
The activity of individual prosecutors in filing lawsuits, including claims for damages caused by livestock mortality and violation of environmental legislation, has decreased (Verkhnedvinsk, Miory, Sharkovshchina, Glubokoe districts).
Work on applying to courts with statements on limiting the legal capacity of citizens who abuse alcohol and place their families in difficult financial circumstances has weakened (Dokshitsy, Senno, Dubrovno, Gorodok districts).
Based on the results of discussing the outcomes of prosecutorial activities, the collegium adopted a decision aimed at increasing the effectiveness of supervisory measures.
Prosecutors are instructed to comprehensively analyze not only the current crime situation, but also the overall state of legality in each region. By optimizing the activities of subordinate bodies, establishing order in work organization, strengthening discipline and responsibility of each employee, ensure proper preventive and preemptive supervision in all main areas of prosecutorial activity.
It has been demanded to pay more attention to the implementation of legislation aimed at the economical spending of material resources, effective management of financial resources in the implementation of state programs for the development and modernization of production in the real sector of the economy, ensuring payment discipline,
compliance with tax and labor legislation.
