December 9 - International Anti-Corruption Day
It was proclaimed by the UN General Assembly resolution of November 21, 2003. It was first celebrated in 2004.
The fight against corruption in the Republic of Belarus is one of the most important state tasks.
Currently, a solid legislative framework has been created, defining the system of measures and principles for combating corruption, specific organizational, preventive measures and mechanisms for combating corruption, eliminating the consequences of corruption offenses, and also providing for the harshest criminal liability for corruption crimes.
The legal framework for anti-corruption activities in our country is contained in the Constitution of the Republic of Belarus, which regulates the most important social relations.
The Law of the Republic of Belarus of July 15, 2015, No. 305-Z "On Combating Corruption" is aimed at implementing the norms of the Constitution and international legal acts. It establishes anti-corruption restrictions and prohibitions for public officials and persons equated to them, regulates the procedure for resolving conflicts of interest, contains legal regulation of the declaration of income and property, elimination of the consequences of corruption offenses, and control (including public control) and supervision of anti-corruption activities.
Issues of combating corruption are among the main activities of the prosecutor's office and are under special control; prosecutors are taking measures to identify and suppress corruption offenses related to corruption.
In the current year, prosecutors in the region have identified more than 210 such offenses. As a result of the response measures taken, more than 254 individuals have been brought to disciplinary responsibility, including 2 dismissed from their positions, and 28 individuals to administrative responsibility.
Prosecutors also pay special attention to compliance with legislation during public procurement.
Based on the results of monitoring electronic trading platforms, prosecutors have identified numerous violations, including facts of incorrect selection of procurement procedures, failure to present
to the participants of procurement procedures of all requirements stipulated by the legislation, excessive specification in the description of the procurement subject.The indicated violations created corruption risks in the disposal of budget funds, deprived the procurement procedures of goods (works, services) of competitiveness, and did not ensure fair and impartial treatment of potential suppliers.
As a result of the monitoring conducted at the request of the prosecutor, illegal procurement procedures using allocated budget funds in the amount of over 752.65 thousand rubles were canceled, and the guilty persons were brought to disciplinary responsibility.
