"Direct lines" are one of the ways for the authorities to interact with the people for whom the authorities work. This is an opportunity to find out what concerns citizens. This opinion was expressed by the President's Aide - Chief Inspector for the Vitebsk Region, Alexander Poznyak, following a two-hour conversation with residents of the Vitebsk region who contacted the "direct line".



A feature of the current telephone appeals was that they were of various topics, concerning absolutely different aspects of citizens' lives. But among them were those that are periodically heard, but their solution takes time. Unfortunately, the issue of paying wage arrears to former employees of the bankrupt OJSC "KIM" became one of them.

The enterprise has been tasked with paying people money, and work is organized to sell property for this purpose. "KIM" also settles its existing debts. According to Alexander Grigoryevich, this issue is currently under the control not only of him but also of the "Bellegprom" concern. Everything has been done to speed up the process, so all that remains is to wait.

Among the expected facilities is a polyclinic in the Yug-7 microdistrict; people are interested in when it will be completed. Everything hinges on finances, but opportunities are being sought to continue work on the facility. The funds allocated for this year have been utilized, and the polyclinic's readiness is 40%. It is planned to include it in the regional investment program for 2017, and the option of attracting investors is also being considered.

However, to put the territory of the former sawmill in the village of Yarevo, Postavsky district, in order, no investor is required, only attention from the local authorities is needed. This is the conviction of the village resident Cheslava Cheslavovna, whose plot is adjacent to the unused facility.

– There is a presidential decree on the improvement of abandoned territories. And here everything is overgrown, and hogweed is spreading to my plot! They could give it away for one base rate, and I've already written a business plan on how the sawmill can be used, – the woman said. Alexander Poznyak thanked her for

Мгновенно среагировал и генеральный директор Витебского концерна «Мясо-молочные продукты» Виктор Славецкий после того, как с ним связался Александр Позняк и сообщил о жалобе на прямую линию от Анатолия Павловича из деревни Шапечино Витебского района. Оказалось, жители этого населенного пункта второй месяц не получают деньги за молоко, сданное на Лепельский молочный комбинат. Буквально через полчаса Виктор Брониславович сообщил, что людям начали выдавать причитающиеся деньги.  

От Анатолия Павловича прозвучал еще один вопрос – норма потребления воды на человека в сельской местности. Здесь не учитывается, что на селе есть подсобное хозяйство, а у мужчины две коровы, так что в предписанную норму ему никак не вложиться. Александр Григорьевич отметил, что на законодательном уровне эти моменты не прорабатывались, однако их нужно обсуждать с депутатами и искать оптимальное решение.  

Были вопросы, касающиеся жилищного фонда, переписка по которым идет не первый год: промерзают в доме стены, необходим капитальный ремонт старой многоэтажки. Помощник Президента поручил Витебскому горисполкому в них незамедлительно и детально разобраться. 

Нелегкая задача и у Полоцкого райисполкома. Молодой семье в Экимани выделили участок для строительства дома в 2010 году. Жилье возвели, а потом случайно узнали, что по территории участка проходит канализация, когда ее прорвало. Оказалось, что эти трубы лежат с советских времен, но по документации их там нет. Теперь Екатерина Лапезо и ее семья не могут возвести предусмотренные проектом постройки. А чтобы вынести трубы за пределы участка, нужны немалые средства. Александр Позняк поручил местным органам власти выехать на место и посмотреть, что можно сделать в данной ситуации.

Звучали вопросы, касающиеся взаимоотношений физических лиц, когда что-то не поделили или не нашли взаимопонимания.

– Есть решение суда, однако человек считает, что исполнительная власть может вмешаться. Но ведь она не вправе заменять суды.

The General Director of the Vitebsk Concern "Meat and Dairy Products", Viktor Slavetsky, also reacted instantly after Alexander Poznyak contacted him and informed him about a complaint received on the direct line from Anatoly Pavlovich from the village of Shapechino, Vitebsk region. It turned out that the residents of this settlement had not been receiving money for milk delivered to the Lepel Dairy Plant for two months. In just half an hour, Viktor Bronislavovich reported that people had started receiving their due payments.

Another question from Anatoly Pavlovich concerned the water consumption norm per person in rural areas. It does not take into account that there are auxiliary farms in the countryside, and the man has two cows, so he cannot fit into the prescribed norm. Alexander Grigoryevich noted that these issues had not been elaborated at the legislative level, but they needed to be discussed with deputies to find an optimal solution.

There were also questions concerning the housing stock, correspondence on which has been ongoing for several years: walls in the house are freezing, and a major overhaul of the old multi-story building is needed. The President's Aide instructed the Vitebsk City Executive Committee to promptly and thoroughly investigate these matters.

The Polotsk District Executive Committee also faces a difficult task. In 2010, a plot of land was allocated to a young family in Ekimani for house construction. The house was built, and then they accidentally found out that sewage passed through the plot when it burst. It turned out that these pipes had been there since Soviet times, but they were not on the documentation. Now Ekaterina Lapezo and her family cannot build the structures provided for in the project. And to move the pipes outside the plot requires considerable funds. Alexander Poznyak instructed the local authorities to visit the site and see what could be done in this situation.

Questions were raised concerning the relationships between individuals when they could not agree or find mutual understanding.

"There is a court decision, but the person believes that the executive authorities can intervene. However, they do not have the right to replace the courts."

The idea of a rule-of-law state is precisely this: each branch of government makes decisions within its powers and competencies, Alexander Grigoryevich emphasized.

Summing up, the President's Aide – Chief Inspector for the Vitebsk Region summarized:

– "Direct lines" are very valuable for people and for the authorities, so that the authorities do not sleep and understand that they need to help citizens, to make life better. After all, the well-being of the state depends on the well-being of the population. On the one hand, I am not satisfied with how some issues are resolved, on the other hand, I am pleased that some were resolved immediately after a phone call. As for the deficit of finances, this is not a reason not to solve problems. There is never enough money, it all depends on the level of demands. But this is the task: to find a way out of the situation, perhaps by attracting budget or extra-budgetary funds, or to offer some other solution. But a person's request cannot be left unattended.
