Alexander Rogozhnik Held a Direct Telephone Line with Residents of the Region

13.07.2026

Chairman of the Vitebsk Regional Executive Committee Alexander Rogozhnik held a direct telephone line with residents of the region.

Of the 33 appeals received during the dialogue in a video conference format, 20 calls were from residents of the regional center. Primarily, issues related to housing and communal services and landscaping were raised. Residents of Braslav district and Ruba reported on the poor condition of the road surface.

Sad Leadership

A resident of Zapolye, Vitebsk district, called with a complaint about a leaky roof. From the agro-town of Oktyabrskaya, a signal was received that an apartment was initially damaged by water due to an accident, and then by bitumen from the roof. Residents of a 9-story building on Voinev-Internatsionalistov Street and Pravdy Street in the regional center complained about damp walls and drafty seams between panels, which led to mold in the apartment. The lack of hot water in the riser, which has to be heated and carried in buckets to wash a sick person, causes great inconvenience to a family living on Pobedy Avenue. Two residents of the same entrance of a building on Leningradskaya Street shared their sad communal stories – after repairs in the basement and a hot water leak, only lukewarm water comes from the tap – not the entire building has become a hostage to the situation, the problem is only in one riser. An elderly resident of Chashniki reported that she is already thinking about the upcoming winter and wants to prepare for it with the help of communal services – it is cold in the apartment during frosts.

Residents of the multi-story building at 105 Moskovsky Avenue in Vitebsk faced a bouquet of problems. These include the absence of trash bins, a broken entrance door in one of the entrances, poor elevator performance, and a suddenly activated fire alarm. A conversation with the resident who contacted us makes it clear that not only the service organizations are to blame, but also the residents' own lack of civic culture.

For all these and some other addresses where urgent assistance is required, on the day of the direct line, the chairman of the regional executive committee instructed the relevant services to visit, tidy up immediately if possible, or determine a plan for eliminating the shortcomings. All of them remain under the control of the head of the regional authority.

Need a store? There will be one.

Residents of the individual housing development in Orekhovo approached with this request. The nearest store on 39th Army Street in Vitebsk is far away, and the need for a retail outlet is keenly felt. Alexander Rogozhnik suggests listening to the chairman of the Vitebsk City Executive Committee, Alexey Geroev, about the plans for the microdistrict's infrastructure development. As it turns out, a urban planning passport has already been formed, and a land plot for the store has been allocated. Next week, it will be put up for auction. The prospects are encouraging. Especially since, as Alexander Rogozhnik reported, one of the major retail chains is entering the region soon, planning to open 16 stores and develop three construction sites.

Beach and bridge

A resident of Lepel, who called the direct line, voiced the request of local residents regarding the organization of an alternative recreation area for citizens: due to the emergency condition of the bridge, it is impossible to walk to the old beach via the short route, and the detour is long. Alexander Rogozhnik instructed the chairman of the Lepel District Executive Committee to determine the cost of equipping a recreation area while the bridge is being repaired, and what needs to be done to ensure people's safe recreation in another location.

Land disputes are not a priority.

There were fewer land disputes than usual. For example, a resident of Ushachi asked to allocate a plot of land for a family garden near the former club, which the family purchased as a house. Currently, the district center is undergoing a master plan adjustment procedure, so the applicant will soon be received by the Chairman of the Ushachi District Executive Committee to provide explanations on the further algorithm for resolving her issue in compliance with all legal norms.

A land dispute with a long history is ongoing in Barani, Orsha District, but since the case has been repeatedly considered by courts of various instances, authorities do not have the power to overturn their decisions, explained Alexander Rogozhnik.

Also among the issues raised during the direct line was the desire to reassign a college graduate to work in their place of residence, install a speed bump in the private sector in Bilevo, extend the city transport route to Orekhovskaya Street, and find heirs for a house in the private sector where no one lives and the plot is not maintained. During a three-hour dialogue with the head of the regional executive authority, residents of the Vitebsk region raised not only personal problems but also public ones related to the improvement of courtyards and the condition of equipment on playgrounds. There was also room for gratitude. For example, Nadezhda Grakova, Chairperson of the October District Organization of Vitebsk of the Public Association "Belarusian Association of Former Minor Prisoners of Fascist Concentration Camps," thanked for the attention and care for people whose childhood was overshadowed by war and discussed pressing issues of the organization's members.
