Anti-corruption
In the current year, the main efforts of the regional prosecutor's offices in supervising the enforcement of anti-corruption legislation were focused on identifying corruption manifestations in the procurement of goods (works, services) by recipients of budget funds, as well as in the construction sector.
Effective inspections were carried out in the system of the Committee for Labor, Employment, and Social Protection of the Vitebsk Regional Executive Committee, in the housing and communal services sector of the region, as well as in the system of the "Bellesbumprom" concern.
Despite a significant decrease in the number of inspection activities, their effectiveness has increased. As a result of considering over 180 acts of prosecutorial supervision, more than 300 officials have been brought to various types of liability.
The majority of anti-corruption legislation checks concerned the specified procurement area (over 70%), and more than half of the prosecutorial supervision acts were issued due to the identification of violations in this area. Every third official among all those brought to justice for anti-corruption legislation violations committed violations in the field of public procurement.
Prosecutors identified violations in the activities of established anti-corruption commissions; facts of improper organization of work on familiarizing state officials with the list of anti-corruption restrictions; violations of the procedure for declaring income and property; provision and use of gratuitous (sponsorship) assistance; procurement of goods. Isolated violations by state officials of anti-corruption prohibitions, facts of improper accounting of working time; absence of officials at their workplaces during working hours due to trips outside the republic were revealed.
The issues of combating corruption, in all its manifestations, remain a priority area of work for the prosecutor's offices of the Vitebsk region.
