Boris Efremov: the pilot project "Development of a farm economy in the Vitebsk region" will be implemented jointly by the regional executive committee and Belagroprombank
The pilot project "Development of Farming in the Vitebsk Region," which will be launched in the near future, will be implemented jointly by the Vitebsk Regional Executive Committee and Belagroprombank. This was announced at a working meeting to familiarize participants with the project by Boris Efremov, Deputy Chairman of the Regional Executive Committee.
In the Vitebsk region, as in other regions of the republic, farms are being consolidated in rural areas due to labor outflow and to accumulate financing for the formation of high-performance complexes. "This process also has some negative aspects: small farms with 150-200 heads remain, which are inefficient in the structure of large-scale agricultural production. However, they have certain labor resources, premises, and small plots of land that cannot accommodate large-scale and high-performance tillage equipment or harvesters, as this would lead to unnecessary resource loss. The task of the authorities, including local ones, is to create operating small farms on these numerous "islands,"" explained Boris Efremov.
There are about 450 peasant (farmer) farms (KFH) in the Vitebsk region. Their contribution to the regional gross product is currently 2-3%. According to the Deputy Chairman of the Regional Executive Committee, the prospect of the project to support KFH in the region is to reach a figure of 7-8%, which farmers in the Grodno and Brest regions are already achieving. "There is potential. KFH in our region are mainly focused on crop production; 92% of them grow agricultural crops. There is also potential in animal husbandry, and we need to work in this direction," noted Boris Efremov.
Oleg Zingel, Head of the Vitebsk Regional Directorate of OJSC "Belagroprombank," spoke about the pilot project and the preferences that people who want to work the land can receive. "This is not the first program to support rural workers: the bank provides loans to personal subsidiary farms and farmers. The regional administration proposed considering the possibility of financing KFH that will involve agricultural land of small farms into circulation. We have developed a program to support agrarian business of thisнаправления. Прежде всего это льготное кредитование по упрощенной системе под 3% годовых, с упрощенной системой обеспечения кредита до Br50 тыс.: неустойка с поручительством и другое. Мы обсудим с фермерами области предложенный механизм, и если будут замечания, то мы готовы внести коррективы. Стартует проект в ближайшее время: если до конца августа к нам поступят заявки от КФХ, то реализация начнется сразу по запросу. На рабочем заседании онлайн присутствовали руководители районов области и председатели сельисполкомов, чтобы ознакомиться с условиями проекта, опытом успешных КФХ области. После им предстоит проанализировать, земли каких предприятий, особенно убыточных, следует уже сейчас готовить для передачи активным фермерам, чтобы они не пустовали и давали отдачу.
Представитель КФХ "Терра Ностра" Олег Ивченко, чье хозяйство расположено на границе Бешенковичского и Сенненского районов, рассказал о нынешней работе и перспективах выхода на импортозамещающий рынок. В ведении хозяйства более 3 тыс. га, из которых порядка 900 га не возделываются: это земли заболоченные, на них нужно проводить мелиоративные работы для вовлечения участков в севооборот. В развитие хозяйства предприниматель за два года существования КФХ вложил более Br20 млн собственных средств, часть техники брал в лизинг. В "Терра Ностра" 50 единиц техники, здесь трудятся 80 человек, 50 из которых в штате, остальные - по договору подряда. В КФХ в среднем урожайность зерновых около 40 ц/га, а на отдельных землях собирают и до 92 ц/га. Такой высокий показатель достигается благодаря внесению удобрений: в среднем получается примерно 380 ц на гектар. Олег Ивченко рассказал, что в амбициозных планах - построить комплекс по производству семян, для полной его загрузки хозяйству не хватает еще 6 тыс. га земли, чтобы выращивать урожай и соблюдать севооборот. Произведенные семена иностранный сортов КФХ планирует продавать как на отечественном, так и на российском р directions. The farm manages over 3 thousand hectares, of which about 900 hectares are not cultivated: these are waterlogged lands that require land reclamation work to involve the plots in crop rotation. Over the two years of the farm's existence, the entrepreneur has invested more than Br20 million of his own funds in the development of the farm, and leased some of the equipment. Terra Nostra has 50 units of equipment, 80 people work here, 50 of whom are on staff, and the rest are under contract. The farm's average grain yield is about 40 centners per hectare, and on some lands, they harvest up to 92 centners per hectare. This high indicator is achieved through the application of fertilizers: on average, it is about 380 centners per hectare. Oleg Ivchenko said that ambitious plans include building a seed production complex, for which the farm needs another 6 thousand hectares of land to grow crops and maintain crop rotation. The farm plans to sell seeds of foreign varieties produced both domestically and in Russia.

The KFH management calculated its presence in this segment and is ready to supply Belarusian enterprises with grain seeds, partially displacing imported raw materials and competing with foreign suppliers with lower prices. Also, the creation of such a high-performance complex will be able to provide jobs for 10-12 residents of Beshenkovichi and Senno districts. Last year, Terra Nostra sold 1.4 thousand tons of seeds, and this year it will be able to sell over 3 thousand tons.
Vladimir Terentyev, Chairman of the Regional Council of Deputies, who was present at the working meeting, noted that along with large agroholdings, KFH are the future of agriculture in the region and the country. It is needed. And there are people who want to work it. And now an investor has come who can and wants to provide financial support to farms. It is gratifying to see that KFH managers find understanding and support from the local authorities. And that the entrepreneurs themselves do not remain aloof from the social life of the districts," emphasized the head of the region's deputy corps.
