Article 17. Family responsibility for a child
Parents (guardians, custodians) must create the necessary conditions for the full development, upbringing, education, health improvement of the child, and preparation for independent life in the family and society.
Parents (guardians, custodians) are obliged to accompany children under the age of sixteen from twenty-three to six hours outside the dwelling or ensure their accompaniment by adult persons.
If children are in state care, parents are obliged to fully reimburse the expenses incurred by the state for the maintenance of their children in cases and in the manner established by the legislative acts of the Republic of Belarus.
Violation of the rights and legitimate interests of the child by parents (guardians, custodians) entails responsibility established by the legislative acts of the Republic of Belarus.
In cases established by the legislative acts of the Republic of Belarus, parents (guardians, custodians) are responsible for children's violation of the legislation of the Republic of Belarus.

Article 301 Presence of minors under sixteen years of age outside the dwelling at night
Minors under the age of sixteen (with the exception of minors with full legal capacity) may not be outside the dwelling from twenty-three to six hours without the accompaniment of parents, guardians or custodians, or without the accompaniment of adult persons entrusted by them.
Minors under the age of sixteen (with the exception of minors with full legal capacity
(in full), who are outside the dwelling between twenty-three and six hours without the accompaniment of parents, guardians or custodians, or without an adult authorized by them, shall be handed over to their parents, guardians or custodians, or to an adult authorized by them.An internal affairs officer who discovers a minor referred to in the second part of this Article shall establish the minor's surname, given name, patronymic, date of birth, and the surname, given name, patronymic, and registration details of his parents, guardians or custodians, and shall hand over the minor to his parents, guardians or custodians, or to an adult authorized by them.
A minor referred to in the second part of this Article, whose parents, guardians or custodians cannot be located or are in a place that does not allow him to be handed over to them, or whose parents, guardians or custodians have not authorized an adult to accompany this minor, shall be delivered to a social and pedagogical center at the place of discovery or at the minor's place of residence.
An internal affairs officer shall draw up an act on the discovery of a minor referred to in the second part of this Article.
The handover of a minor referred to in the second part of this Article to parents, guardians or custodians, or to an adult authorized by them, or to a social and pedagogical center, shall be carried out by an internal affairs officer within three hours from the moment of discovery of this minor, in compliance with the procedure established by the Government of the Republic of Belarus.

Article 17.13. Failure to fulfill obligations to accompany or ensure the accompaniment of a minor at night outside the dwelling
1. Failure by parents or persons replacing them to fulfill their obligations to accompany a minor under the age of sixteen, or to ensure his accompaniment
an adult person between the hours of twenty-three and six outside of their residence -
shall entail a warning or a fine of up to two base amounts.
2. The same act, committed repeatedly within one year after the imposition of an administrative penalty for the same violation -
shall entail a fine of two to five base amounts.
The procedure for handing over minors under the age of sixteen, found by law enforcement officers between the hours of twenty-three and six outside of their residence without the accompaniment of parents, guardians, or custodians, or without the accompaniment of adults authorized by them, to parents, guardians, or custodians, or to adults authorized by them, and the delivery of such minors to socio-pedagogical centers is determined by the Resolution of the Council of Ministers of the Republic of Belarus of August 22, 2012 No. 772
