Implementation of the Action Plan for Import Substitution of the Vitebsk Regional Executive Committee
The Vitebsk Regional Executive Committee annually develops and implements an Action Plan for Import Substitution, the main goals of which are to reduce dependence on imported goods to meet domestic demand with high-quality products of its own production, reduce the import intensity of manufactured products, and improve the foreign trade balance.
The implemented measures include the creation of new and modernization of existing production facilities for import-substituting products, expansion of the range of manufactured products, involvement of small and medium-sized enterprises in cooperative chains, and increasing the depth of processing of local raw materials.
For January-December 2025, import-substituting products worth 1186.3 million dollars were produced, with a growth rate of 106.7%; exports amounted to 647.4 million dollars, with a rate of 97.7%.
In 2026, it is planned to ensure the production of import-substituting products worth approximately 1234.0 million dollars, with a growth rate of 104.3% compared to the expected results for 2025. Goods worth 694.5 million dollars will be exported, with a rate of 100.6%.
The Action Plan includes 95 business entities and 193 product items, including 55 small and medium-sized business entities.
The main areas for substituting imported goods in 2025 include: increasing the production of cable products, metal structures, lubricant additives, plastic containers for product packaging, truck-mounted aerial platforms with increased construction height, excavators, commercial, lighting, fire-fighting, and boiler equipment, high-pressure hoses, balanced compound feeds and premixes for pets, veterinary drugs, a range of cheeses, baby food, footwear, clothing, and other goods.
Production of consumer goods within the framework of the Import Substitution Action Plan is carried out by UP "Ivasi Plus" (salted and smoked fish, fish preserves), state enterprise "Kkonditerskaya fabrika "Vitba"" (wafer products, biscuit rolls), OJSC "Gluboksky MKK", OJSC "Postavsky Dairy Plant", OJSC "Verkhnedvinsky Maslosyro zavod" (canned milk, hard cheeses), KUP "Orshansky Meat Canning Plant" (canned meat for baby food, cat and dog food), OJSC "Vitebskaya Broiler Poultry Farm" (poultry meat products), LLC "Belfoodproduction" (baby food), LLC "Galteyafarm" (medical plaster), LLC "Belle Bimbo plus" (children's clothing), LLC "Managing company of the holding "Belarusian Leather and Footwear Company "Marko"", OJSC "Krasny Oktyabr", SOOO "Belwest" (footwear), LLC "KlinKosmetik" (cosmetic products under the SelfieLab trademark) and others.
