Information on the termination of the Agreement between the Government of the Republic of Belarus and the Government of the Republic of Latvia on the promotion and protection of investments

For the development of the economy and social sphere of the region in 2025, 5072.1 million rubles of investment in fixed capital were used, which in comparable prices amounted to 117.1 percent of the 2024 level. For enterprises of republican subordination, 1620.5 million rubles were assimilated (120.8%), for organizations subordinate to local councils of deputies, executive and administrative bodies – 2047.7 million rubles (117.1%), for enterprises without departmental subordination – 1403.8 million rubles (112.8%).

In 2025, 1912.7 million rubles, or 37.7 percent of the total investment in fixed capital, were directed to the reconstruction and modernization of existing fixed assets.

In the structure of investments, construction and installation works account for 48.5%, the share of investments directed to the acquisition of machinery and equipment in the total volume of investments was 39.9%, other works and costs account for 10.6%, intellectual property objects – 1.0%.

Among the regions of the oblast, the largest volumes of investment in fixed capital in 2025 were used in the territory of the city of Vitebsk (24.7% of the total volume), Orsha (16.1%), Polotsk (9.1%), and Vitebsk (6.8%) districts.

The main sources of financing are the own funds of organizations (34.3% of the total investment volume), bank loans (23.6%), and consolidated budget funds (23.4%).

More than half of the total investment volume was directed to the development of the production sphere – 2798.4 million rubles (55.2% of the region's investments), including agriculture, forestry and fishing – 965.9 million rubles (19.0%), manufacturing industry – 963.9 million rubles (19.0%), electricity, gas, steam, hot water and air conditioning supply – 600.8 million rubles (11.8%). 2273.7 million rubles (44.8%), including for real estate operations – 970.7 million rubles (19.1%), transportation activities, warehousing, postal and courier activities – 387.8 million rubles (7.6%), healthcare and social services – 266.1 million rubles (5.2%).

872.1 million rubles of investments were used for housing construction, which amounted to 17.2 percent of the total investment volume in the region. 405.4 thousand square meters of housing were commissioned, which amounted to
110.4 percent compared to 2024.

In 2025, Vitebsk region received 1,351.6 million US dollars of foreign investments, of which 76.3 million US dollars were direct foreign investments, including on a net basis – 18.6 million US dollars.

Direct foreign investments on a net basis were mainly attracted by organizations without departmental subordination (88.8% or 16.5 million US dollars).

In 2025, the largest part of direct foreign investment inflows on a net basis from abroad was directed to the development of the manufacturing industry – 17.9 million US dollars.

Within the framework of the "One District – One Project" initiative, the implementation of 12 investment projects was completed in 2025. These projects include the comprehensive modernization of production for the development and manufacturing of new import-substituting products for the conveyor production lines of the Republic of Belarus and the Russian Federation at OJSC "VZEP" in Vitebsk; the creation of specialized production of electronic devices and control systems for various purposes at OJSC "Izmeritel" in Novopolotsk; the implementation of metal structure production technology with multi-system integration of processes based on the Industry 4.0 concept in Polotsk district; the production of confectionery in Beshenkovichi district; the modernization of woodworking production in Lepel district; the construction of the "Zhuravlinaya Yelnya" hotel complex. Phase 1 – "Priyt na Ekotrope" in Miory district; the organization of dairy product output in Postavy district; the modernization of the administrative, production, and warehouse complex for mushroom cultivation in Tolochin district; the production of feed additives for farm animals in Ushachi district; the production of fish products in Chashniki district; the production of fruit and vegetable juices in Sharkovshchina district; the organization of new product manufacturing at OJSC "Obolsky Ceramic Plant" with the implementation of firing technology and equipment using solid fuels in Shumilino district.

The implementation of projects continues, including the construction of a workshop for the production of bakery products in Vitebsk; the reconstruction of a production building into a workshop for the production of sour cream and butter in Verkhnedvinsk district; the creation of an enterprise for the manufacture of condensed milk candies in Liozno district; the organization of a ring rolling production in Orsha district; the construction of transport and logistics centers in Verkhnedvinsk and Vitebsk districts; the creation of woodworking production in Tolochin district.

Within the framework of Decree of the President of the Republic of Belarus No. 10 of August 6, 2009, the Vitebsk Regional Executive Committee has concluded 236 investment agreements totaling approximately 5.9 billion rubles.

130 investment agreements have been implemented, with the utilization of funds amounting to approximately 3.5 billion rubles. 3 agreements totaling 210.1 million rubles are under implementation.
