Project for the creation of a multimodal industrial and logistics complex in the village of Bolbasovo, Orshansky district

The multimodal industrial and logistics complex will be a major hub designed for processing raw materials, handling large volumes of cargo, coordinating and interacting various types of transport, transshipment of goods, their short-term and long-term storage, etc.

The multimodal complex plans include the construction of: facilities for industrial production with a total area of at least 2 thousand sq. m., one administrative building with an area of at least 2.5 thousand sq. m., a hotel with at least 50 rooms, warehouse buildings of at least 25 thousand sq. m., parking areas for 200 heavy trucks, engineering and transport infrastructure facilities, and other facilities ensuring the complex's operation. These facilities will house: warehouse and office spaces, customs control zones, premises necessary for a full range of service and commercial business services, including production and technical, banking, etc.

The uniqueness of this complex will be as follows:

• the intersection of the II and IX Trans-European corridors allows participation in the logistics of "West-East" and "North-South" flows;
• the presence of a reconstructed airfield capable of handling Boeing 747-400 class aircraft;
• the capability to handle cargo delivered by air, rail, and road transport.

The creation of the complex will attract investors for the production of goods processed from raw materials delivered from China, Turkmenistan, Azerbaijan, Ecuador, and other countries for subsequent export of finished products to the EAEU countries.

The project implementation involves the construction of complex facilities in 3 phases:

Phase 1 (administrative building, warehouse complex with an area of 12.5 thousand sq.m, a site for 200 parking spaces for heavy-duty vehicles, a hotel for 30 guests, engineering support buildings and structures, utility networks, site improvement). The construction cost of the first phase is 35 million rubles;

Phase 2 (warehouse complex with an area of 12.5 thousand sq.m, aircraft apron, aircraft hangars, engineering infrastructure, site improvement). The construction cost of the second phase is 43.5 million rubles;

Phase 3 (facility for organizing industrial production, airport terminal, hotel for 50 guests, engineering infrastructure, site improvement). The construction cost of the third phase is 35 million rubles.

The total investment volume will be approximately 114.0 million rubles.

The investor plans to finance this investment project through its own funds, borrowed funds, and other sources in accordance with the legislation.

Upon completion of the complex construction, some facilities, namely: part of the administrative building, part of the warehouse complex with an area of at least 5 thousand sq.m, a site for 80 parking spaces for heavy-duty vehicles, will be transferred to OOO "Bremeno Group" into the ownership of the Republic of Belarus, and to the economic management of RUP "Beltamozhservice" on a gratuitous basis.

After the complex is put into operation by OOO "Bremeno Group" or other companies operating within the MPLK, the following services are planned to be provided: warehousing services; freight forwarding services, logistics services, customs representative services, wholesale trade, other additional services (consulting, information, insurance, etc.).

Project implementation period – 2015 – 2023.

Phase 1 – 2015 – 2018,

Phase 2 – 2018 – 2021,

Phase 3 – 2021 – 2023.

The construction of the road will connect the republican highways R-15 Krichev-Orsha-Lepel access road to Gorki and R-76 Orsha-Shklov-Mogilev bypassing the western districts of Orsha, and via R-15 provide a connection to the M-1/E30 highway (II and IX Trans-European transport corridors).

The implementation of the investment project is planned to increase the transit potential of the Republic of Belarus, the inflow of foreign currency into the country, and tax payments to the budget.

The successful implementation of the project will accelerate the creation of a multi-level system of transport and logistics centers in the Republic of Belarus and enhance the country's transit attractiveness.

The creation of a large multimodal industrial and logistics complex in the village of Bolbasovo will help solve the employment problem in the region. As a result of the complex's commissioning, at least 120 additional jobs will be created.
