General characteristics of small and medium-sized enterprises (SMEs) in the Vitebsk region

As of January 1, 2026, there are 54,493 small and medium-sized enterprises operating in the region, including 9,005 legal entities (of which 8,798 are small, 207 are medium-sized organizations), 19,536 individual entrepreneurs, and 25,952 individuals (citizens engaged in individual entrepreneurial, craft, and agro-ecotourism activities).

In 2025, tax revenues to the budget from this category increased by 14.1 percent compared to 2024 and accounted for 32.5 percent of the total revenues to the consolidated budget.

Approximately 150,000 people, or 30 percent of the total employed population in the region's economy, are employed in the SME sector.

In 2025, 73 notifications of commencement of certain types of economic activities in accordance with Decree of the President of the Republic of Belarus No. 7 of November 23, 2017 "On the Development of Entrepreneurship" were submitted by existing business entities to local executive and administrative bodies of the region.

Small businesses in the Vitebsk region annually participate in the National Competition "Entrepreneur of the Year". In 2025, out of 61 applications for participation, the winners in their nominations were: ChUP "Polymerkonstruktsiya" – a manufacturer of water treatment equipment, OOO "M8-Avto", servicing trucks, ChPTUP "Promkomplektsentr" – a manufacturer of metal structures for construction, OOO "DzhiMotors", providing vehicle maintenance and repair services.


Creation of new organizations in the real sector of the economy

In 2025, 136 unused real estate objects (20 of republican ownership, 116 of communal ownership) were sold to business entities at auctions. Of the total number of objects sold at auctions with an initial sale price equal to the base amount, 77 objects were sold. 16 objects were sold to bona fide business entities that have been renting property for at least 3 years.

In 2025, 534 new organizations and 21 production facilities started operating in all sectors of the economy.

In the production sector, organizations for the production of wooden house kits, metal doors, window units, frames, other basic organic chemical substances, and sewing soft toys are open; in the service sector – for providing specialized medical practice, construction work, vehicle maintenance and repair, taxi services, ensuring physical comfort, and others.

New production facilities have been opened based on existing enterprises: for the production of bakery products, nursery products, and others.


Financial Support for Small Business Entities

Within the framework of the State Program "Small and Medium-sized Entrepreneurship" for 2021–2025 (approved by Resolution of the Council of Ministers of the Republic of Belarus dated January 29, 2021 No. 56), based on the results of investment project competitions for small and medium-sized enterprises, a mandatory condition of which is the creation of new jobs, in 2025, state financial support was provided to 13 small and medium-sized enterprises implementing 24 investment projects:

in the form of reimbursement of part of the interest for the use of bank loans;

in the form of compensation for expenses on lease payments under lease (financial lease) agreements for the part of the remuneration (income) of the lessor.

In 2025, these entities created 25 new jobs.

Also in 2025, state financial support was provided to 8 small and medium-sized enterprises that participated in 17 exhibitions in the form of reimbursement of part of the expenses related to participation in exhibition and fair events or their organization, in the amount of 122.11 thousand rubles.


Infrastructure for Supporting Small and Medium-sized Entrepreneurship

To ensure the accessibility of information and consulting support for business entities in the region, 6 entrepreneurship support centers have been created and are operating
(including 3 centers in the city of Orsha and Orsha district, and 1 center each in the cities of Vitebsk, Polotsk, and Novopolotsk) and 3 small business incubators (2 in the city of Vitebsk and 1 in the city of Orsha).

The centers provide assistance in obtaining financial
and material and technical resources, information, methodological

and consulting services, training, retraining and attracting qualified personnel, conduct marketing research, and provide other assistance in carrying out entrepreneurial activities; incubators provide small businesses with premises and property, information and consulting services, and assist in finding partners and obtaining financial resources.

CCUP "Vitebsk Regional Marketing Center" (Vitebsk) provides information and consulting services on organizing and conducting entrepreneurial activities, obtaining property and financial support, and developing business plans; it also organizes trade fairs and business events.

In addition to their main statutory functions, the centers in Orsha District are involved in engaging the population in agricultural production and organizing agroecotourism (ALRIiKo LLC, Orsha District, Pishchalovo village). They also implement additional education programs for children and youth to attract them to IT technologies and entrepreneurship (Orsha District Center for Technical Creativity of Children and Youth, Orsha).

The centers in Polotsk District, UKKP of Polotsk "Entrepreneurship Support Center" and CCUP "Novopolotsk Center for Entrepreneurship and Real Estate," provide information and consulting support on entrepreneurship, agroecotourism, and craft activities, obtaining state financial support, and assistance in developing feasibility studies and business plans. They also maintain a database of unused communal property and organize and conduct auctions for the sale of communal real estate to private ownership.

The incubators of PG "Zakon i Poryadok" LLC (Vitebsk) and "Orsha Business Incubator" Zakon i Poryadok" LLC (Orsha) have organized the "Vitebsk" Startup School. PG "Zakon i Poryadok" LLC (Vitebsk) is a participant in the Vitebsk Information and Industrial Cluster of Pharmaceutical, Biomedical, and Information Technologies and its infrastructure, and is implementing a project to create the Vitebsk Silicon Valley Technopark for Biomedical and Information Technologies.

The incubator of "Intellectual Business Technologies" LLC (Vitebsk) provides consulting services.

In 2025, entities of the SME support infrastructure provided 5.6 thousand consulting and information services, and conducted 184 seminars and startup events.


Assistance to the unemployed

In 2025, financial support in the form of subsidies was provided to 95 unemployed citizens for organizing entrepreneurial activities using funds from the budget of the state non-budgetary social protection fund of the population of the Republic of Belarus. To improve financial literacy, with the assistance of the Vitebsk region employment service, 59 people were sent to training courses under the program "Fundamentals of Entrepreneurship and Business Planning".
