Experts on innovations in land legislation. Watch the open webinar of the NCPLI on August 5!

On August 5, at 10:30 AM, an open webinar "Innovations in Land Legislation – 2026" will be broadcast live on the NCZPI YouTube channel.

The webinar will focus on explaining the provisions of the Law of the Republic of Belarus dated June 1, 2026 No. 149-Z "On Amendments to Laws on Regulation of Land Relations", available at https://pravo.by/document/?guid=12551&p0=H12600149.

The NCZPI studio will host Andrey Balysh, Deputy Chairman of the Standing Commission of the House of Representatives of the National Assembly of the Republic of Belarus on Agrarian Policy, and representatives from the State Committee for Property: Sergey Kostrov, Head of the Main Department of Land Relations, Land Management and Land Cadastre, and Victoria Verina, Deputy Head of the Main Department – Head of the Department for Regulation of Land Relations.

During the live broadcast, speakers will cover key innovations in land legislation.

They will discuss amendments related to the so-called "land amnesty," including:

·        The provision of installment payments for the right to legalize illegally occupied land plots;

·        Clarification of the area of land plots subject to legalization;

·        Expansion of grounds for applying the land amnesty and other issues related to the legalization of illegally occupied land plots.

Special attention will be paid to the amendment of the Land Code of the Republic of Belarus. The discussion will focus on the following issues:

·                   Re-allocation of a land plot for the construction and maintenance of a residential building to citizens in need of improved housing conditions;

·                   Expansion of the list of cases for granting land plots without auction;

·                   The possibility of mortgaging land plots and pledging the right to lease them;

·                   Determination of the list of cases where it is not required to include land plots in the list of vacant (unoccupied) land plots;

·                   Amendment of the procedure for acquiring rights to a land plot by persons who have acquired rights to real estate objects located on it.
