There is a problem – we are looking for a solution

The Vitebsk Regional Prosecutor's Office, in the course of its supervisory activities, pays special attention to problematic issues of law enforcement practice, taking the necessary measures aimed at eliminating existing shortcomings in work, resolving emerging difficulties, and improving the activities of interested structures.       

Thus, in May-June of the current year, at the initiative of the regional prosecutor's office, a check was carried out on the compliance of criminal-executive inspectorates of internal affairs bodies and open-type correctional institutions with legislation when executing sentences of restriction of liberty. Prosecutor's office employees generalized investigative, judicial, and supervisory practice on materials and criminal cases related to evasion of serving this sentence.

Also, the subject of generalization conducted by the regional prosecutor's office was the practice of applying deferment of punishment and new institutions for our legislation – criminal-legal compensation and socially useful work.

The results of the conducted checks and generalizations showed existing problematic issues that require additional elaboration and measures for their resolution. In this regard, on June 30, 2016, an interdepartmental meeting on this topic was held at the Vitebsk Regional Prosecutor's Office.

The meeting was attended by the heads of the Vitebsk Regional Prosecutor's Office, the regional court, the departments of the Investigative Committee and the Department of Execution of Punishments for the Vitebsk Region, the Internal Affairs Directorate of the Vitebsk Regional Executive Committee, as well as the heads of structural units of these departments, prosecutors of cities and districts, and employees of criminal-executive inspectorates of territorial internal affairs bodies.

Based on the results of the meeting, the discussion of the raised issues, taking into account the proposals made, a decision was prepared to promote the provision of high-quality work of law enforcement agencies and the improvement of their activities. The execution of the decision has been taken under control.

The regional prosecutor's office will continue to pay the necessary attention to issues of criminal, criminal procedure, and criminal-executive law.
