Local authorities must establish closer dialogue with businesses. This requirement was voiced to the heads of cities and districts of the Vitebsk region by Gennady Grebnev, First Deputy Chairman of the Vitebsk Regional Executive Committee, at a meeting of the regional executive committee on the development of small and medium-sized businesses.

"There are many reserves for increasing the efficiency of our work on developing entrepreneurship. In some districts, the dialogue between authorities and businesses is not established, communication is episodic. A fundamentally new approach is needed for business. I demand serious, substantive work with entrepreneurs and investors from every official. Heads at all levels must make decisions to support the entrepreneurial sector of the economy and promote the liberation of business initiative in the shortest possible time," demanded the First Deputy Chairman of the Regional Executive Committee. Currently, it is mainly private enterprises that are increasing production volume and the number of employees. This is very important in the context of a decreasing number of employed at state-owned enterprises.

"Our task is to support small businesses that create new jobs and thus involve people in production," emphasized Gennady Grebnev. The First Deputy Chairman of the Vitebsk Regional Executive Committee stated that the task of the authorities is not to fill the budget by increasing rental fees.

"The budget should be filled through profit tax, income tax from normal salaries, etc. And for this, we need to provide real support to enterprises, know about the problems they face, and solve them together," he stated.

Representatives of the business community proposed to intensify the work of the councils for the development of entrepreneurship, which were created in the regional executive committee and district executive committees as a dialogue platform between authorities and businesses. In the first half of 2016, 149 new small and medium-sized enterprises began operating in the region, 12 production facilities were opened, and 1,150 new jobs were created. In total, more than 9,000 legal entities related to small and medium-sized businesses are registered in the region.
