Vitebsk Regional Executive Committee

State financial support is provided to small business entities of the Vitebsk region, as well as additionally to medium-sized business entities of the Orsha district of the Vitebsk region, implementing investment projects, business projects, for the purpose of construction, acquisition of capital structures (buildings, structures), isolated premises and (or) their repair and reconstruction, acquisition of equipment, vehicles, special devices and appliances, purchase of components, raw materials and materials for own production and service provision.

State financial support is provided by:

subsidies to reimburse part of the interest on bank loans,

subsidies to reimburse part of the expenses for paying leasing payments under financial lease agreements.

An mandatory condition for providing state financial support on a competitive basis to business entities is the creation of new jobs.

Reimbursement of part of the interest on bank loans received:

in Belarusian rubles, is carried out in the amount not exceeding 0.5 of the refinancing rate of the National Bank of the Republic of Belarus, established on the date of reimbursement of part of the interest;

in foreign currency – in the amount not exceeding 0.5 of the loan rate.

Reimbursement is made in Belarusian rubles at the official exchange rate of the National Bank of the Republic of Belarus on the date of the decision to reimburse part of the interest.

Reimbursement of part of the expenses for paying leasing payments under financial lease agreements is made in an amount not exceeding 0.5 of the lessor's remuneration (income).

In case of acquisition of leased assets for foreign currency, reimbursement of part of the expenses for paying leasing payments is made in Belarusian rubles at the official exchange rate of the National Bank on the date of the decision to reimburse part of the expenses for these payments.

Documents for participation in the competition are accepted by the Committee for Economy of the Vitebsk Regional Executive Committee.

Open competitive selection and departmental scientific and technical expertise of projects (works, events) financed by the innovation fund of the Vitebsk Regional Executive Committee are carried out on the basis of the Instructions on the procedure for conducting and using the funds of the innovation fund of the Vitebsk Regional Council of Deputies, approved by the decision of the Vitebsk Regional Council of Deputies dated August 23, 2012 No. 203 (hereinafter - the Instructions).

The innovation fund's resources are used for:

• implementation of innovative projects carried out within the framework of the state program of innovative development of the Republic of Belarus;
• carrying out research, experimental design and experimental technological work that ensures the creation of new products, new (improved) technologies, new services for the Republic of Belarus;
• organization of activities and development of the material and technical base of innovation infrastructure entities, including for capital expenditures;
• development of the material and technical base of industry laboratories, for which a model regulation is determined by the Council of Ministers of the Republic of Belarus, including for capital expenditures;
• financing of research, experimental design and experimental technological work carried out within the framework of the implementation of innovative projects, work on the organization and development of production of scientific and technical products created as a result of the implementation of innovative projects and tasks of state scientific and technical programs, and providing state financial support for the implementation of innovative projects in the form of providing innovation vouchers and grants from funds allocated for these purposes to the Belarusian Innovation Fund;
• conducting scientific and scientific-practical conferences, seminars, symposiums, exhibitions of scientific and technical achievements, preparation and publication of scientific, technical and scientific-methodological literature.

Selection criteria for projects applying for funding from the innovation fund of the Vitebsk Regional Executive Committee:

1. organization of a technological process that ensures an average level of added value per employee, similar to or exceeding the average level of added value per employee for the corresponding type of economic activity in the European Union;

2. export orientation of an innovative project (exports exceeding imports);

3. creation and implementation of new technologies and (or) production of products new to the Republic of Belarus and (or) the world economy.

Participants in the open competitive selection may include:

• organizations whose property is in communal ownership, business entities whose shares (stakes in authorized funds) are in communal ownership;
• scientific, design, and engineering organizations of the Republic of Belarus, regardless of their subordination;
• organizations of the Republic of Belarus without departmental subordination;
• other organizations of the Republic of Belarus that are payers of profit tax to local budgets in the Vitebsk region;

To participate in the open competitive selection, organizations applying for innovation fund resources must submit the following documents to the executive committees' management bodies or district/city executive committees (at the location of the legal entity) by March 31, 2022:

• application for participation in the open competitive selection (specify the requested amount of funds from the innovation fund, justification for its allocation, intended use of funds, project implementation timelines (work, measures), implementation of domestic developments, economic and (or) social effect from the project implementation (work, measures));
• project business plan (for innovative projects);
• technical and economic justification for the work (for research, experimental design, and experimental technology work);
• business plan or business project (for innovation infrastructure entities);
• justification of the need to develop the material and technical base, including capital expenditures, with an attached list of necessary equipment (works, services), agreed with the interested state body (organization), a copy of the minutes of the meeting of the customer's scientific and technical council (expert or technical and economic council) on the feasibility of carrying out the measures (for industry laboratories);
• conclusion on the innovation project (project business plan) issued by the management body of the regional executive committee or city/district executive committee;
• documents confirming the novelty of the technology and (or) products for the Republic of Belarus and (or) the world economy (for innovation projects);
• other documents and materials related to the implementation of projects (works, measures).

The management bodies of the regional executive committees, city/district executive committees form consolidated applications for the use of innovation fund resources, compiled in accordance with the directions specified in paragraph 7 of the Instructions, and send them by April 10, 2022 to the committee for economy of the regional executive committee for consideration by the commission.

The open competitive selection and departmental scientific and technical expertise of projects (works, measures) is carried out by the commission established by the order of the Chairman of the Vitebsk Regional Executive Committee dated October 26, 2021 No. 221r.
