Real Estate and Privatization
The Committee for State Property of the Regional Executive Committee is part of the system of the State Committee for Property of the Republic of Belarus (hereinafter referred to as the State Property Committee) and is the territorial body of the State Property Committee within the Vitebsk region and a structural unit of the Vitebsk Regional Executive Committee with the rights of a legal entity.
The main task of the committee is to implement measures for conducting state policy on property relations (including management, disposal, privatization, valuation, and accounting of state-owned property), with the exception of relations in the field of use and protection of land, subsoil, other natural resources, housing, their management and disposal, as well as other property determined by legislation.
On issues of exercising special functions (executive, control, regulatory, and others) in the sphere of management, disposal, privatization, valuation, and accounting of property owned by the Republic of Belarus, the committee is accountable to the State Property Committee.
On issues of management, accounting, disposal, privatization, and valuation of state property owned by the Vitebsk region, the committee is accountable to the Vitebsk Regional Executive Committee.
In its activities, the committee is guided by the legislative acts of the Republic of Belarus, other legislative acts, including the decrees of the President of the Republic of Belarus, the resolutions of the Council of Ministers of the Republic of Belarus, the decisions of the Vitebsk Regional Council of Deputies, the Regional Executive Committee, and the Regulations on the Committee.
The list of business entities located in the Vitebsk region, whose shares (stakes in authorized capital) were acquired by citizens of the Republic of Belarus from the state for monetary funds on preferential terms (at a price 20 percent below nominal value) and (or) in exchange for "Imushchestvo" personal privatization vouchers, as well as received in lieu of citizens' shares in the property of leasehold and collective (people's) enterprises during their transformation into joint-stock companies, has not been approved by the Vitebsk Regional Executive Committee due to the absence of the need to exercise the preferential right to acquire the specified shares (stakes in authorized capital) into the ownership of the Vitebsk region.
