Strategic Environmental Assessment (SEA) is being carried out for the draft State Program "Environmental Protection and Sustainable Use of Natural Resources" for 2021-2025 (hereinafter referred to as the draft State Program).
The draft State Program takes into account the current state of the environment and the use of natural resources, global and national trends, as well as the instructions of the Head of State in the field of environmental protection, nature management, conservation and restoration of biological diversity, natural resources and objects.
The implementation of the State Program is seen as a fundamentally important step for defining and consolidating the main directions of the state policy of the Republic of Belarus in the field of environmental protection for the long term, and for enhancing the coordination of the work of all authorities.
Information on the decision to be made regarding the planning document and the public authority responsible for making such a decision:
The approval of the State Program will be carried out by adopting a resolution of the Council of Ministers of the Republic of Belarus. The authority responsible for making such a decision is the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus.

A strategic environmental assessment is being carried out for the draft Program for Comprehensive Modernization of Gas Sector Production Facilities for 2021-2025 (hereinafter referred to as the Program).
The purpose of the Program is to improve and update gas sector production facilities to ensure the reliability, safety, and efficiency of gas supply.
The main directions of the program include: maintaining the technical serviceability of gas distribution system facilities to improve its fault-free operation; upgrading the fixed assets of gas supply organizations to enhance the reliability and controllability of the gas distribution system; improving the efficiency of work performed during the operation of gas distribution system facilities and enhancing the quality of services provided to consumers.
Program activities include:
1. Technical inspection and technical diagnostics of gas distribution system facilities;
2. Improvement of gas distribution system facilities and technological processes;
3. Capital and current repairs of facilities to restore technical qualities and maintain operational reliability;
4. Construction of new gas distribution system facilities;
5. Reconstruction and modernization of gas distribution points (GSP, KRD), external gas pipelines, and structures on them;
6. Reconstruction and modernization of liquefied natural gas filling stations (LPG stations) and liquefied petroleum gas filling stations (LPG stations);
7. Reconstruction and modernization of telemetry, communication, telemechanics, and remote control systems. Equipping facilities with telemetry (telemechanics) systems;
8. Procurement of modern high-efficiency equipment;
9. Updating the fleet of operational and special-purpose vehicles;
10. Reconstruction, modernization, and construction of production facilities, training grounds, and technical classrooms;
11. Digital transformation;
12. Procurement of services;
13. Forward-looking design.
The program aligns with the main directions for the long-term development of the fuel and energy complex and ensuring energy security, as defined by the Energy Security Concept of the Republic of Belarus.

Name of the planning document for which the strategic environmental assessment is being carried out, description:
Strategic environmental assessment is being conducted for the draft Water Resources Management Strategy until 2030 (hereinafter referred to as the draft Water Strategy until 2030). The draft Water Strategy until 2030 establishes the basic principles of state policy in the field of water use and protection and defines the main areas of activity for the protection and use of water resources of the Republic of Belarus. The draft Water Strategy until 2030 contains a general description of the country's water resource potential: surface and groundwater, including mineral waters, and the dynamics of their use. The draft Water Strategy until 2030 identifies priority problems and proposes solutions in the areas of drinking water supply, wastewater discharge, water transport, hydropower, water use for recreation, protection of water bodies from pollution, and monitoring of surface and groundwater. A separate section is dedicated to the adaptation of water-dependent sectors of the economy to climate change, indicating that the most vulnerable will be, first and foremost, the ecosystems of small rivers, recreational areas for the population on water, and water-dependent economic sectors: water transport, hydropower, and agriculture (when using irrigation).

Public discussions on the environmental report for the strategic environmental assessment of the National Tourism Development Strategy project will begin on June 8.
Based on Part 1, Clause 33 of the Regulation on the Procedure for Organizing and Conducting Public Discussions of Environmentally Significant Decisions, Environmental Reports on Strategic Environmental Assessment, Environmental Impact Assessment Reports, Consideration of Adopted Environmentally Significant Decisions, and Amendments and Additions to Certain Resolutions of the Council of Ministers of the Republic of Belarus, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated June 14, 2016, No. 458, a commission has been established at the Department of Tourism to prepare and conduct public discussions of the environmental report on the strategic environmental assessment of the National Tourism Development Strategy project in the Republic of Belarus until 2035.
The environmental report has been prepared in accordance with the Regulation on the Procedure for Conducting Strategic Environmental Assessment, the requirements for the composition of the environmental report on strategic environmental assessment, and the requirements for specialists conducting strategic environmental assessment, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated January 19, 2017, No. 47.
The environmental report is aimed at ensuring the consideration and integration of environmental factors in the process of developing the National Tourism Development Strategy project in the Republic of Belarus until 2035 and the corresponding resolution approving the Strategy, including decision-making in support of environmentally sound and sustainable development.
The Department of Tourism of the Ministry of Sports and Tourism recommends that participants in public discussions submit their comments and proposals on the environmental report on the SEA of the National Tourism Development Strategy of the Republic of Belarus until 2035 to the email address tourism@mst.gov.by in written and electronic form, according to the sample in the notice from June 8 to July 8, 2020.
Public opinion survey on the issue of changes in the administrative-territorial structure of the Vitebsk region
The Vitebsk Regional Council of Deputies and the Vitebsk Regional Executive Committee appeal to citizens, residents of the Vitebsk region, with a request to express their opinion on the normalization and establishment of the borders of the Vitebsk region and the districts of the Vitebsk region.
In accordance with the Regulation on the procedure for taking into account the opinions of citizens and local Councils of Deputies when resolving issues of the administrative-territorial structure of the Republic of Belarus, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated July 6, 2012 No. 623 "On measures to implement the Law of the Republic of Belarus "On Amendments and Additions to Certain Laws of the Republic of Belarus on Issues of Administrative-Territorial Structure of the Republic of Belarus", the Vitebsk Regional Executive Committee is studying public opinion on the normalization and establishment of the borders of the Vitebsk region and the districts of the Vitebsk region.
In accordance with the directive of the Council of Ministers of the Republic of Belarus dated April 25, 2015 No. 06/307-107, the Subsidiary Unitary Enterprise "Design Institute Vitebskgiprozem" of the Republican Unitary Enterprise "Design Institute Belgiprozem", in cooperation with the structural divisions for land management of local executive committees and other organizations of the system of the State Committee for Property of the Republic of Belarus, has carried out work on the normalization and establishment of the borders of the Vitebsk region and the districts of the Vitebsk region. The results are formalized in the form of materials (land management case), which will be used for the state registration of administrative-territorial units in accordance with the legislation.
Normalization and establishment of administrative-territorial unit boundaries involve a set of measures aimed at eliminating shortcomings in boundary locations (discrepancies with natural objects, engineering structures) that have occurred over the last 50 years as a result of land reclamation, road construction, as well as the influence of natural and other factors.
The main task of this work is to define and legalize a unified, as a rule, recognizable on the ground (according to remote sensing data and on plan-mapping materials) district boundary in order to ensure effective organization of state regulation and management, including in the field of land use and protection.

A public meeting to discuss the Environmental Report on the Strategic Environmental Assessment of the Spent Nuclear Fuel Management Strategy for the Belarusian Nuclear Power Plant, as part of the ongoing public discussions, will be held on January 14, 2019, at 14:00 at the following address: Ostrovets (Grodno region), Ostrovets Cinema and Concert Hall (Oktyabrskaya St. 3).
Registration of meeting participants will take place in the foyer of the cinema and concert hall from 13:00 to 13:50.
