Information on the crime situation and the work done to combat crime in the Vitebsk transport region for January – November 2016.
In the overall crime structure, crimes related to the Financial Investigations Department (BEP) prevail – 28.4% (2015 – 24.1%); crimes related to Criminal Investigation Department (UR) – 40.3% (2015 – 36.2%); crimes related to Drug Control and Human Trafficking Department (NiPТL) – 26.8% (2015 – 34.1%); crimes related to other services – 4.5% (in 2015 – 4.4%); high-tech crimes – 0% (2015 – 1.2%).
The number of crimes committed by individuals with prior convictions decreased from 16 to 8 (with a share of 13.6% (25.8%), for the region – 37.6%, for the republic – 38.7%); by groups of individuals from 4 to 0 (for the region – 9.3%, for the republic – 9.8%); by minors from 3 to 0 (for the region – 3.5%, for the republic – 3.4%); in public places from 25 to 20; by individuals under the influence of alcohol from 17 to 10 (with a share of 16.9% (27.4%), for the region – 22.4%, for the republic – 25.5%).
There were 27 (-6, or -18.2%) crimes registered by the Criminal Investigation Department (UR). Offenders were identified in 21 (26) cases, or 77.8% (78.8%). The clearance rate for identified offenders for the Internal Affairs Directorate (UVD) was 56.2%, for the republic – 60.1%.
During the reporting period, 2 serious crimes were solved (Part 2 of Article 295 of the Criminal Code, illegal trafficking of ammunition; causing grievous bodily harm – Part 2 of Article 147). In the first 11 months of last year, 1 serious crime was registered (Part 1 of Article 207, robbery, solved).
The number of crimes committed by minors decreased from 1 to 0; by individuals with prior convictions from 9 to 6 (with a share of 28.6% (39.1%), for the region – 38.9%, for the republic – 37.7%); by individuals under the influence of alcohol from 11 to 10 (with a share of 47.6% (47.8%), for the region – 32.5%, for the republic – 37.9%).
The Drug Control and Human Trafficking Department (Narkokontrol i protivodeystviye torgovle lyud'mi) identified 18 (31) crimes, including 8 serious crimes (7 solved, or 87.5%, +20.9%) (2015 – 3, solved – 2, or 66.6%). The number of identified crimes by the...
9 accidents involving citizens not related to production were registered, resulting in 3 people injured and 6 deaths (in 2015, 11 accidents were registered, resulting in 3 people injured and 8 deaths). No traffic accidents involving railway transport were registered during the reporting period (in 2015, 2 traffic accidents were registered, resulting in 2 people injured).
From January to November 2016, the Vitebsk transport prosecutor's office carried out the following work to supervise the enforcement of legislation by inquiry and investigation bodies.
Thus, the Vitebsk transport prosecutor's office studied 94 criminal cases under production, 295 materials on refusal to initiate criminal proceedings, and sent 18 criminal cases to court. 1 criminal case was returned for additional preliminary investigation. 8 criminal cases were terminated by the prosecutor on the grounds provided for in paragraph 1 of part 1 of Article 30 of the Criminal Procedure Code of the Republic of Belarus, with 8 persons brought to administrative responsibility.
5 decisions to suspend preliminary investigation and 1 decision to terminate preliminary investigation were overturned. 3 decisions of the inquiry body (Vitebsk Department of Internal Affairs on Transport - 1; Vitebsk Customs - 2) to refuse to initiate criminal proceedings were overturned. Based on the results of an additional check, 2 criminal cases were initiated (Vitebsk Customs).
For violations identified in the activities of investigative bodies, 2 demands and 1 representation were issued, and 1 disciplinary proceeding was initiated against an employee of the Department of Internal Affairs on Transport. A representation was made to the Vitebsk Customs regarding violations of criminal procedure legislation identified.
