Information on the inadmissibility of violations of legislation in connection with the holding of events by youth destructive subcultures

In the Republic of Belarus, actions by representatives of a destructive youth subculture calling themselves "PMC Redan" are being carried out in response to calls published on social networks and messengers. In violation of the requirements of the legislation, mass events of this teenage community are often accompanied by unlawful acts, including mass brawls.

For reference. "PMC Redan" is a youth subculture. Its participants are inspired by the manga and anime (Japanese comics and cartoons) "Hunter x Hunter". Teenagers belonging to this group wear long black hair and plaid pants. Their clothing usually depicts a spider with the number "4".

In this regard, we draw the attention of teenagers and their parents to the inadmissibility of violating the current legislation.

In particular, for participating in an illegal mass event, public calls for their organization and conduct, the sanction of Part 1 of Article 24.23 of the Code of the Republic of Belarus on Administrative Offenses provides for responsibility up to 100 base units, community service, or administrative arrest.

Violation of the procedure for organizing or conducting mass events that negligently caused the death of people, grievous bodily harm, or damage in a large amount entails criminal liability. The sanction of Article 369-3 of the Criminal Code of the Republic of Belarus provides for arrest, restriction of liberty for up to five years, or imprisonment for the same term.

Organization of group actions that grossly violate public order and are associated with obvious disobedience to the lawful requirements of representatives of authority, or that have led to disruption of the operation of transport, enterprises, institutions or organizations, or active participation in such actions in the absence of signs of a more serious crime, entail responsibility under Part 1 of Article 342 of the Criminal Code, the sanction of which provides for a maximum penalty of imprisonment for up to 4 years.

Parents and legal guardians may be brought to administrative responsibility under Part 1

Art. 10.3 of the Code of Administrative Offences for failure to fulfill parental duties, leading to the commission of offenses by a minor.

Dear parents, establish trusting relationships with your children, take an interest in their lives, friends, how they spend their time, and their activities outside of school. Monitor your child's behavior correctly, looking for signs of involvement in subcultures (behavior patterns, clothing, slang).

Conduct trusting conversations, warning your child about the negative consequences of participating in such communities, and responsibility for violating public order and illegal mass events.
