Supervisory Activities Results

A meeting of the regional prosecutor's office collegium was held to summarize the results of the prosecutor's offices' work for the first half of 2016 and to define tasks for improving the effectiveness of supervisory activities in the future.

The work of the regional prosecutor's offices was highly praised by the Prosecutor General of the Republic of Belarus, A.V. Konyuk. The Prosecutor General also identified the main areas of activity and set specific tasks that the prosecutor's offices need to focus on in the near future.

In their speeches, the regional prosecutor G.I. Dysko, and deputy regional prosecutors A.V. Sidorovich, G.A. Korenko, and V.I. Guk, not only highlighted the positive results of the work but also noted shortcomings and miscalculations in law enforcement activities and proposed specific measures aimed at improving the crime situation and the state of legality in the region.

In particular, the collegium noted that in the current year, the regional prosecutor's offices have focused on key areas of supervisory activity related to ensuring legality and law and order, combating corruption and economic crime, and strengthening the protection of citizens' lives and health.

Specific organizational and practical measures were carried out to closely coordinate the actions of the prosecutor's offices with all interested state structures in order to strengthen public safety and discipline. Increased attention was paid to crime prevention, the fight against alcoholism and drug addiction. High activity in general supervisory activities was maintained. Measures were taken to improve the quality of maintaining the state prosecution. The protection of the economic interests of the state was carried out effectively. Mass media were widely used to highlight the human rights role of the prosecutor's office.

Through the joint efforts of all law enforcement agencies and prosecutorial supervision measures, it was possible to maintain a stable operational situation. In 1

полугодии 2016 года на территории области зарегистрировано 5547 преступлений (+2,4%), при этом сократилось количество убийств, умышленных тяжких телесных повреждений, разбойных нападений, грабежей, краж, угонов автотранспорта. Уменьшилось число преступлений, совершенных повторно, в общественных местах, в состоянии алкогольного опьянения. Уровень преступности на 10 тысяч населения составил 46,4 (по республике – 50,0).

Вместе с тем, значительный рост преступности произошел в Лиозненском, Поставском, Чашникском районах, г.Витебске. В Полоцком, Миорском, Дубровенском, Городокском районах, г.Витебске увеличилось число тяжких и особо тяжких преступлений. Остаются актуальными вопросы предупреждения преступлений против жизни и здоровья граждан, особенно в Поставском, Сенненском, Чашникском, Миорском районах, где возросло количество убийств. Высокий удельный вес рецидивной преступности сохраняется в Докшицком, Дубровенском, Верхнедвинском, Россонском, Толочинском, Чашникском районах. Не везде обеспечено активное влияние прокуроров на предупреждение правонарушений в молодежной среде (Полоцкий, Ушачский, Лиозненский, Поставский районы).

Нуждается в улучшении состояние законности в деятельности оперативных служб, в том числе по розыску без вести пропавших лиц.

Сохраняют свою актуальность вопросы обеспечения защищенности критически важных и иных социально значимых объектов Витебской области от возможных проявлений экстремизма, особенно в период проведения избирательной кампании по выборам депутатов Палаты представителей Национального Собрания Республики Беларусь.

Не везде активизирована работа по предупреждению коррупционных проявлений. Длительное время не устанавливались факты взяточничества в Верхнедвинском, Глубокском, Городокском, Докшицком и Ушачском районах.

Больше внимания следует уделять обеспечению здоровья военнослужащих, предупреждению гибели, травматизма, нарушений уставных правил взаимоотношений между ними, сохранности государственного имущества, исполнению законодательства о призыве граждан на срочную военную службу и службу в резерве.

В текущем году

At the pre-trial stage, prosecutors have overturned more than 1300 unlawful decisions to refuse the initiation of criminal proceedings and to terminate investigations, issued by inquiry bodies.

Additionally, 114 unfounded decisions by investigators to refuse the initiation of criminal proceedings have been overturned, proceedings have been resumed in 180 criminal cases where unlawful decisions to suspend or terminate preliminary investigations were made, 2670 criminal cases have been sent to court for consideration, and 30 criminal cases have been returned for additional investigation.

At the same time, acquittals have been issued by courts in 4 criminal cases, and new charges were presented in court in 10 cases. In several regions, inquiry bodies made unlawful decisions when considering applications and reports of crimes (Dubrovensky, Gorodoksky, Polotsky districts, Novopolotsk city).

Issues related to the enforcement of environmental and land legislation, legislation on citizens' and legal entities' appeals, labor and occupational safety, crime prevention, combating alcoholism and drug addiction, and the performance of functions by controlling (supervisory) bodies remain relevant, which prosecutors need to pay constant attention to.
