Personnel Day: A new director has been appointed to OJSC "Dovatorsky", and contracts have been extended for three more enterprise managers.

To solve the existing problems, the management of enterprises today requires a responsible, owner-like approach. This idea was a recurring theme during the approval by the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, of appointments to the positions of new leaders and the extension of contracts for those currently in office.

When appointing Nikolai Atopkin as the director of OAO "Dovatorsky" in the Sharkovshchinsky district, who previously held the position of a mechanical engineer there, the head of the region was extremely specific: the agricultural enterprise needs a subtle and flexible organizer capable of building a competent development strategy, uniting the team, and ready to fulfill the set tasks. He must consider the territorial, natural, and economic specifics and plan the farm's work accordingly. Furthermore, he must adhere to technological processes 100% and be a strong practitioner.

— In all production matters, one of the key links of the district agricultural enterprise – the economic service – should act as a kind of locomotive. While many of these specialists are focused on collecting and summarizing reports, it is necessary, based on the situation of tomorrow, to coordinate the activities of livestock and crop production. In addition to all this, they should be involved in preparing candidates for leadership positions. This style of work should be adopted, — the Chairman of the Regional Executive Committee noted.

These advantages in the form of guidelines are in Nikolai Antonovich's favor, as the young man graduated from the Belarusian State Agrarian Technical University three years ago and, consequently, has little work experience. In his new position, there is no time for hesitation. Despite the fact that the production indicators at OAO "Dovatorsky" look quite decent compared to other enterprises in the region, the new leader will have to show persistence and initiative in addressing the existing set of problems: declining weight gain, and the organization of cattle reproduction.

When signing the approval for the contract extension for the director of OAO "Yakubovo-Agro" (Dubrovensky district), Vladimir Minkov, who has been in this position for four years, Nikolai Sherstnev inquired

his progress in fulfilling the task set a year ago to increase the share of imported varieties in the crop structure. The task has been completed. Taking into account the agro-climatic features of the region, according to Nikolai Nikolaevich, progressive technologies combined with foreign selection varieties will allow programming a good harvest. In turn, Vladimir Minkov shared an agronomic axiom successfully implemented in practice. He is convinced that peas are the best predecessor for wheat. The introduction of this crop into crop rotation provides several tangible advantages: 100% provision of the farm with protein, a significant increase in yield, improvement of the nitrogen balance, and increased soil fertility. This approach is also followed by KUSKhP "Ullsky" of the Shumilinsky district, whose director, Valentina Labeiko, has also undergone the contract extension procedure.

— These farms are living examples of the crop structure we have adopted, which will be implemented by all agricultural enterprises. It boils down to using clover, rapeseed, legumes, annual grasses, and flax as predecessors for sowing grain crops. We need to get as close as possible to this formula, — emphasized the head of the region.

Among those who received approval for contract extension is Vladimir Aksenovich, director of KUPP "Borovka" (Lepel), who has been the permanent head here for over 16 years. Warmth and comfort in housing stock, cleanliness of streets and improvement of settlements, tidying up the land, street lighting... At any time of the year, specialists have many concerns, both planned and unforeseen: elimination of heat pipeline or heating network breaks, cleaning of the sewage system, etc. Last year, KUPP ZhKH "Borovka" was reorganized by merging KUPP ZhKH "Lepel" into it. The enterprise is successfully mastering production. It has a line for the production of fuel briquettes and pellets. The demand for environmentally friendly, safe, and inexpensive fuel is huge, including abroad. Along with positive aspects, there are also painful moments. According to Vladimir Belous, Deputy Chairman of the Regional Executive Committee, the organization is currently not meeting the indicators for losseswater, replacement of old water supply networks, share of local fuel use. Nikolay Sherstnev instructed the head on the need to optimize costs and identify priority revenue streams.

– In the current situation, one must understand: money must be earned. All funds must be centralized, their dispersion is unacceptable, any investments must be carefully considered and weighed. And in conditions of financing deficit, it will be immediately clear: in market conditions, the strongest survives, — emphasized Nikolay Nikolayevich.

Each of those invited for an interview with the chairman understands that the entire enterprise is judged by its performance. Hard work will be required, sleeves rolled up, to pass the upcoming exam before the leadership of the regional executive committee.
