Personnel Day: New Deputy Chairpersons Appointed in Gluboksky, Dokshitsky, and Shumilinsky District Executive Committees

Three new deputy chairpersons have been appointed to three district executive committees in the region: Glubokoye, Dokshitsy, and Shumilino.

Oleg Varsha worked in the customs service for 22 years, the last six of which were as a customs clearance specialist at OJSC "Glubokoye Condensed Milk Cannery". He has a background in construction and worked as an architect in the Glubokoye District Executive Committee in the 1990s. He has been appointed Deputy Chairman of the same district executive committee for construction and housing and communal services. It is important for the Glubokoye region to improve its projected housing commissioning indicators, as the district is currently lagging in this area. The deputy chairman will need to pay special attention to the provision of housing and communal services within the framework of planned-settlement prices and to reduce costs in the structure of their prime cost. Planned-settlement prices are currently the basis for planning and financing the activities of housing and communal services organizations, as emphasized by the Deputy Chairman of the Regional Executive Committee, Vladimir Belous, who oversees this area, during the personnel meeting.

The Deputy Chairman of the Dokshitsy District Executive Committee, Marina Klimovich, will be responsible for the economic development of the district. Previously, she headed the department of planning, accounting, and reform of agriculture at the Department of Agriculture and Food of the District Executive Committee. The Deputy Chairman of the Regional Executive Committee, Oleg Matskevich, stressed that Marina Eduardovna knows the district and its specifics and should give new impetus to the region's investment policy. Industry is not well-developed in the Dokshitsy district, although natural factors (abundant berries and mushrooms in the forests) provide a basis for opening a quick-freezing workshop. This is just one example. Marina Klimovich has been tasked with attracting investors to the agricultural district to open an industrial enterprise, and to develop conditions for the region's investment attractiveness and the creation of new jobs for the population.

Similar requirements apply to the Deputy Chairman of the Shumilino District Executive Committee, Tatyana Vorobyova.

"The district has a good example – the opening of a production site by OOO 'Allianceplast'," says Oleg Matskevich.

– But judging by the results of the main socio-economic development indicators, you will have to roll up your sleeves. And the first object of attention is the Obolsky Ceramic Plant, which today sells products to Russia at a loss. Large sums of money have been invested in the modernization of the enterprise, and we have the right to demand accountability for this.

Dmitry Kazak will head the Vitebsk branch of RUP "Beltelecom". At the enterprise, he went from a telecommunications electromechanic to chief engineer. Currently, the branch is undergoing another stage of modernization (copper lines are being replaced with fiber-optic ones), which requires significant costs. During the approval for the position of director, the issue of organizing wireless Internet access using Wi-Fi technology at major railway stations in the region was raised. The new director is instructed to show initiative in resolving these issues. Oleg Matskevich also drew the head's attention to the need to optimize costs in production and service delivery, and to increase revenue per employee.

And one more appointment in the agricultural sector: the head of the Shumilinsky District State Inspectorate for Seed Production, Quarantine and Plant Protection, Alexander Shalyuta, will head OJSC "Lovzhanskoye". The leadership of the regional agricultural committee characterizes him as an experienced manager capable of establishing order at the enterprise and organizing effective work in cattle breeding and beef production.

In modern conditions, the performance of each individual is quickly manifested and generally affects the interests of the development of the entire region.
