Personnel Day: New Deputy Chairmen of Tolochin and Senno District Executive Committees, and enterprise directors have been appointed

The personnel day, held last week by the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, became another step up the career ladder for six candidates for new positions. Among the complex of tasks that the management corps will have to unravel, the economy of the entrusted area is the common thread. Therefore, the conversation is extremely serious and frank. Work must begin from the first day.

Mikhail Gavrichenko has been appointed Deputy Chairman of the Tolochin District Executive Committee for Construction and Housing and Communal Services. The sphere of activity is familiar to him. His work biography is connected with organizations in the housing and communal services sector, and for the last 8 years he has been in a leadership position. One of the management missions in the new position is order on the land. Nikolai Sherstnev urged to work on the constant improvement of the appearance of the settlements of the Tolochin region. Mikhail Gennadievich will have to seriously undertake the revival of the local road network. And this is the face of the district and the region as a whole, as it forms the first impressions of guests from their stay on the Dvina land. Strength, durability, safety – all these characteristics depend on a competent approach to construction technology.

— Road repair and maintenance should not stop for a minute. The work of road workers is in plain sight, and it must be done exceptionally carefully, with conscience. The mood of people and reliable transport links will ultimately depend on their professionalism, — emphasized Nikolai Sherstnev.

Vladimir Belous, Deputy Chairman of the Regional Executive Committee, who was present at the personnel day, directed the appointee to the need to comply with all key parameters in the supervised areas of activity. In particular, it was about planned calculated prices, which are one of the most effective tools for reducing the cost of housing and communal services. Therefore, in organizations of this sector next year, it is worth determining the estimated volume of work and clearly planning activities through the prism of economically justified costs. The arithmetic here is simple:

excess of actual expenses results in losses, and a decrease results in profit. This indicator should also be adhered to by the new director of the Sennensky District Housing and Communal Services Unit, Valery Burakov.

 In the Sennensky district, the construction and housing and communal services sectors will be coordinated by the Deputy Chairman of the District Executive Committee, Igor Murashkevich, who previously worked as the head of the DRSU No. 146 branch. The position comes with a new portfolio of assignments, consisting of solving a number of priority state tasks. Among them are the construction and reconstruction of the housing sector, socio-cultural facilities, the road network, and the development of engineering and transport communications in the district. Moreover, emphasis should be placed on controlling the strict adherence to the construction process regulations and increasing the pace of housing construction, especially for citizens registered as needing improved housing conditions. This is one of the ways to attract and retain youth in the district. Igor Viktorovich should focus on finding extra-budgetary sources of funding for the construction and reconstruction of facilities and infrastructure development. However, today it is not enough to learn to effectively solve problems within the industry. It is necessary to establish work in external markets for the export of services, industrial and construction materials.

The new director of OJSC "Vitrembyt", Igor Dronchenko, is set to "unleash" his management potential. The head has a number of initiatives and is determined to radically change the organization's operating scheme. He is confident that the modernization of the enterprise will allow it to be competitive in modern conditions. He plans to focus on motivating employees, updating equipment, and expanding the geography of sales markets.

The agricultural branch "Nadezhino" of OJSC "Orshansky Combine of Food Products" and OJSC "Vostok-Chirino" of the Dubrovensky district are entrusted to Alexander Molchanov and Valentin Balabosov, respectively. They should set a course for efficient and rational management and return some production parameters to a positive "temperature." The head of the region pointed out the main area of focus for the organizations: to at least double the indicator

crop production per hectare of arable land. Then livestock breeders will also get a doubled result.

The main block of contract extension approvals primarily concerned the directors of agricultural organizations: "Ilyushinsky" of Ushachi district (Sergey Khalimonenko), "Znamya Pobedy Agro" of Postavy district (Yuri Boris), "Kohanovo-Agro" of Tolochin district (Sergey Marchenko), as well as "Verkhnedvinsky" (Anton Tumashevich), "Kohanovichi" (Albert Makhmudov), "Leonisheno" (Zhanna Tarletskaya) of Verkhnedvinsk district. The management staff of the agro-industrial complex enterprises were reminded: 2018 in agriculture will be marked by the establishment of order and farming culture. The main thing is to adhere to technological criteria. This is one of the elements that does not require material costs but guarantees production quality at the output. Improving farming culture is inextricably linked with crop rotation, the choice of predecessors, maximizing the use of mineral fertilizers, and protecting agricultural crops from diseases, pests, and weeds. All this will be reflected in good yields.

Nikolay Sherstnev proposed to maximally link the educational program of the Vitebsk State Academy of Veterinary Medicine to production, addressing the Rector Nikolay Gavrichenko, whose contract extension has been approved.

— It is necessary to build a new policy and training strategy. The focus should be on cultivating a producer. At the same time, it is necessary to combine the practical part with the theoretical one, taking into account existing realities. The duration of internships should be increased, and they should be carried out only in the best farms, and distribution should also be to these farms. We cannot ruin the future of a young specialist by sending them to work in an agricultural enterprise on the verge of bankruptcy, — noted Nikolay Sherstnev, assuring that from now on he will take the distribution of university graduates under his personal control and assess the quality of their training.

All leaders understand that their positions are not just an entry in a work record book, but primarily responsibility for both people and the results of their work. The future of both an individual organization and the district as a whole depends on the effectiveness of management.
