Personnel Day: First Deputy Chairman of the Rossony District Executive Committee, directors of agricultural enterprises appointed
An analysis of the economy of districts and organizations, which accompanied the personnel decisions, showed that the Vitebsk region continues its course towards strengthening the leadership. At the same time, the emphasis is placed on those who are capable of ensuring positive changes in work and building a competent strategy for further development. Therefore, Vladimir Petrovich was primarily interested in how the newly appointed officials would achieve economic returns in their industries.
Ruslan Yaskevich, who was appointed First Deputy Chairman of the District Executive Committee, outlined the main areas of focus in the agricultural sector of the Rossony district. He is tasked with reviewing the map of agricultural enterprises in this region to eliminate lagging farms. One of the priority issues is to meet optimal agro-technical deadlines for soil cultivation. There are explanations for this: only by increasing the plowing of fallow land can a good foundation for future harvests be programmed. The harvesting of corn is included in the scope of primary tasks. Largely thanks to this crop, the livestock industry is provided with a green fodder base, which, according to Ivan Fedorov, Chairman of the Committee for Agriculture and Food of the Regional Executive Committee, also needs to be brought to a new level in Rossony. An inventory of equipment should also be carried out with a view to timely sowing and harvesting. The main benchmark for agricultural enterprises should be profit maximization. To achieve this, it is sufficient to have the largest possible revenue and the lowest possible cost. This will automatically improve production and economic indicators. Vladimir Penin emphasized the need to search for mechanisms for sustainable development of the industry in the region and, as a consequence, to make clear and well-thought-out management decisions.
To transfer the agricultural economy of KUP "Experimental Farm "Tullovo" to modern technological rails is to be undertaken
to the new director Ivan Mikulenok. The young man will begin his work by establishing executive and production discipline, which has been undermined in the organization. Three managers have been replaced here in two years. The absence of a permanent leader has affected the low economic indicators. Ivan Mikulenok, with relatively little work experience, will have to show persistence and initiative in addressing the existing range of problems. Special attention should be paid to the growth rates of livestock production, milk marketability, weight gain of young animals, stocking density, as well as adherence to technological criteria at each stage. The new head of OAO "Kuropoly-agro" in the Postavy district, Alexander Romel, who previously held the position of deputy director for crop production, has gained solid background in management. Soon, a loss-making farm will be transferred to this organization by merger. Alexander Ivanovich does not hide his ambitions: by expanding in this way, it is necessary to concentrate all personnel potential and resources and use them as effectively as possible. The director is concerned about the issue of gas supply to rural areas. In his opinion, natural gas will meet not only the needs of the production sphere but also the social sphere. Gasification of the enterprise's drying complex will reduce the cost of production. Moreover, natural gas will make the settlement comfortable and attractive for rural residents, many of whom are employees of the enterprise, the head is convinced. This is one of the steps to attract and retain specialists in the organization and in the village.
With over 12 years of work experience at OAO "Barsuchanka" in the Dokshitsy district, the director Sergey Moskalenok, whose contract extension has been approved, has developed his individual management style. The area of agricultural land in the organization is almost 8.7 thousand hectares, including over 5 thousand hectares of arable land. There is plenty of room to maneuver, so to speak. At the same time, there are real opportunities to strengthen the agricultural economy of the farm. The Deputy Chairman of the Regional Executive Committee, Viktor Askerko, urged to focus primarily on the livestock sector.
The managerial potential of Anatoly Duka, the director of OJSC "Gluboksky Meat Processing Plant", who has been the permanent head for 18 years, is well known. One of the largest enterprises in the region is part of an integrated agro-industrial structure. The products are recognized far beyond our country. Obviously, they care about their work here. The head strives for order in everything and sees the prospect, emphasized Viktor Slavyetsky, General Director of the State Enterprise "Vitebsk Concern "Meat and Dairy Products".
The directors of OJSC "Papshuli" of Miory district Vasily Kukhtinsky, PUPS "Miorsky" Vasily Mikhalkiv, OJSC "Dvorets truda - Agro" of Chashniksky district Semen Kuzmin also went through the procedure of contract extensions.
The current pool of appointments and approvals of contract extensions, based on positions and scope of duties, turned out to be very solid – the same as the block of tasks that Vladimir Penin formulated point by point for each manager. This, among other things, means not only personal responsibility for the result, but also a limit of trust.
