Personnel Day: Nikolay Sherstnev approved the appointments of deputy chairmen of the Polotsk and Postavy district executive committees, heads of agricultural organizations, and utility companies

Vitebsk region continues its chosen course towards strengthening human resources, fine-tuning the state mechanism and equipping it with new components. Such a step is only beneficial for the management vertical.

Before signing the approval of appointments and contract renewals, the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, had a substantive conversation with each of those invited to the personnel day. It is important to ensure that managers know the specifics and development prospects of their area of work not from arm's length, but like the back of their hand.

Two local executive and administrative bodies received personnel reinforcement. The social block, in the capacity of Deputy Chairman of the Polotsk District Executive Committee, will be coordinated by Svetlana Valyushkina, who previously headed the local Gymnasium No. 1 named after F. Skorina. A similar position in the Postavy District Executive Committee will be held by Stanislav Chimbyrg, who previously headed the department of sports and tourism there. Each of them has been tasked with developing more detailed tools that will give new life to the social sphere of their districts. Among the main issues are the improvement of ideological work and the functioning of the media space. The realities are such that today there is a struggle for minds, especially on the internet. A wide range of methods are used to form an extremely intrusive and destructive agenda in society. Through various Telegram channels, destructive content is whitewashed, and everything related to the current state system is presented in a negative light. The manipulators' goals are clear: to destabilize the situation as much as possible through one-sided, biased, and frankly false information, confusing and agitating people. This must be countered, as the participants of the personnel day are convinced.

Nikolai Sherstnev is adamant: the provocateurs' plans to destabilize the socio-political situation in the region are doomed to failure.

Unfortunately, the internet audience does not see the absurdity in the fact that the so-called revolutionaries, at a time when the threat

the coronavirus pandemic remains relevant, pushing citizens to participate in illegal mass events, and attempts by authorities to call people to reason are perceived as an infringement of rights and freedoms. Political strategists' fantasies know no bounds. First, an unsuccessful attempt to implement "color revolution" scenarios on the streets. Following this, the tactic of calling for enterprises to stop, which also proved unpromising: the "rebellious" workers cooled down, soberly assessing what a disruption or shutdown of production would threaten their personal wallets. Now, a new trend is in vogue – not paying for housing and communal services. Those who decide to succumb to such influence risk accumulating debt and being left without water, heat, electricity... It is worth remembering that stricter measures can be taken against non-payers – up to eviction.

The created atmosphere of emotional tension does not allow people to think rationally. Young people, who are easily suggestible, are particularly susceptible to this. Therefore, the head of the region instructs managers to actively work with this category of citizens, including in the information field. To explain, for example, why and how they have certain benefits today and how easily they can lose them. Hence, importance is attached to state internet platforms with an objective socio-political picture.

Along with this, the main task, and this position has been a refrain for all managers for more than one personnel day, is to ensure the economic growth of supervised segments by reducing cost mechanisms, identifying priority revenue streams, and ensuring the payback of services. The scattering of funds, emphasizes Nikolai Nikolaevich, is unacceptable; any investments must be carefully considered and weighed.

This is the breakdown of actions by Fyodor Tatana, agreed with the position of the chief engineer of the UP ZhKKh of the Postavsky District onDirector's position. He understands that the focus is on people and their comfort. To make Postavshchyna a modern, attractive region in the western part of the oblast – this is the guideline from the chairman of the regional executive committee. Housing stock, infrastructure, and the street and road network must be at a high level. This postulate also applies to the housing and communal services of Miory region. Igor Voytov, the head of the relevant enterprise, invited to approve the contract extension, is focused on the need to comply with all key parameters. He is tasked with developing a clear coordinate system within two weeks to improve the economic viability of the organization he heads. Nikolai Sherstnev cites the successful and coordinated work of his Chashniki colleagues as an example. Dmitry Yermashkevich, the director of the local housing and communal services enterprise, has managed to form a strong team of specialists, whose effective performance is reinforced by stable economic results year after year. Much has been done to improve the reliability of engineering networks and modernize the boiler houses under the company's balance sheet.

With a new management portfolio, Ivan Sushko, invited for an interview for the appointment as head of the Miory Meat Processing Plant, is focused on a systematic approach to work. If we imagine the enterprise's production growth rate over the past few years as a graph, it would be a soaring line upwards. It is important to maintain and strengthen this trend. Nikolai Sherstnev gives instructions for effective progress in the industrial sector: to ensure the production of the most in-demand types of products, systematic export diversification, and to expand the geography of supplies, particularly through countries in the Middle and Far East.

A range of agricultural tasks has been outlined for the approved heads of farms "Konstantinov Dvor" (Gluboksky district) Vasily Yakimovich, "Novye Goryany" (Polotsky district) Sergey Demidenok, "Dovatorsky" (Sharkovshchinsky district) Igor Belevich, as well as Andrey Asayonok, invited for an interview for the appointment as director of the farm "Golubichi" (Gluboksky district), and those whose contract extensions have been approved:

to the heads of agricultural enterprises "PolitotdelAgro" (Beshenkovichi district) Alexander Komovich, "Rubezhnitsa" (Liozno district) Sergey Ivanov. The heads of enterprises not included in agro-industrial associations were entrusted to the control of the relevant services by Nikolai Nikolaevich. During the discussion of specialized topics, there was room for constructive criticism — the head of the region is orienting managers towards the future and guiding them towards developing a sound enterprise development strategy. Otherwise, resources will be wasted, which can lead to financial collapse. Old approaches hinder progress to new frontiers. The table of production and economic indicators of agricultural enterprises clearly demonstrates this: whether it is weight gain, milk yield, or milk quality. Therefore, the conversation with managers was dominated by issues of livestock economics. Special attention was paid to the three components of increasing milk production: genetics, animal housing, and diet. At each stage, priority should be given to compliance with technological regulations. To increase the productivity of the dairy herd, it is necessary to improve the professional skills of specialists and service personnel. Vitebsk Breeding Enterprise headed by Fizuli Gasanov, who has undergone the procedure for approving the extension of his contract, has been tasked with seriously addressing the organization of herd reproduction in all agricultural organizations of the region. In addition, it has been instructed to bring order to the work of district breeding stations.  No obstacles should stand in the way of increasing operational efficiency, especially for those who are accustomed to working diligently and conscientiously.
