Personnel Day: New Directors of JSC "Vitebskoblavtotrans", UP Housing and Communal Services of Shumilino District, Vitebsk Branch of the Belarusian State Academy of Communications
The Chairman of the Vitebsk Regional Executive Committee, Nikolay Sherstnev, set serious tasks for the new head of the large transport structure, based on current realities. The losses of Vitebskavtotrans are growing year by year, freight traffic, which can bring profit, is falling, and its share in the total services has decreased to 35 percent. This is unacceptable.
— Private carriers are pushing you out, — said Nikolay Sherstnev. — In market conditions, the strongest survives. From next year, transport workers will not receive subsidies from the regional budget. Learn to earn money and spend as much as you earn. Optimize costs. And for this, it is advisable to create a unified transport system and identify priority profitable areas.
Sergey Starovoytov has been given one month to complete all the necessary calculations to bring the enterprise to break-even operation.
The chief engineer of the enterprise, Alexey Dogel, has been appointed Director of the Unitary Enterprise of Housing and Communal Services of Shumilino District. At one time, Shumilino Housing and Communal Services was a leader in the industry in transitioning to local fuels.
— What is the result? — the head of the region inquired.
It turned out that the costs of obtaining wood chips led to an increase in the cost of fuel. How to reduce them and achieve payback for utility services is up to the new director. Nikolay Sherstnev emphasized that every manager must get to the root of the problem to eliminate unjustified costs and ensure efficient production.
The Vitebsk branch of the Belarusian State Academy of Communications also has a new head — Sergey Shibeko. In the future, this institution plans to strengthen the training of specialists in communication IT technologies, including for postal services.
The leading zootechnician of a similar enterprise from Brest, where such work is organized more successfully, Yuri Zykavich, has been appointed General Director of the Vitebsk Breeding Enterprise. The Chairman of the Regional Executive Committee instructed the young leader to thoroughly study the situation with breeding in the Vitebsk region, where special conditions have developed. At the same time, decisions must be made in consultation with experienced practical specialists.
The director of KUSKhP named after Dimitrov of the Gorodok district, Lyudmila Vsevolodova, has been instructed to revise approaches in the organization of agricultural production.
— We need to act proactively, — believes Nikolai Nikolaevich. — We cannot work as before. The Gorodok district has heavy soils, the fields in the farm are scattered, there are not enough people to work on the farm, and there is no one to milk the cows. A completely new approach is needed. For example, a possible option is to assign cows to responsible residents, and for the farm to develop effective crop production.
The "Poludetki" branch of OJSC "Moloko" of Vitebsk is working stably. Its director, Anatoly Lisovsky, is increasing production volumes. The farm is developing — the agricultural land areas have been increased, and it is important to structure them competently. Continue to increase the number of cows.
— The process must be managed, kept under control, so that all requirements are implemented in practice, — says Nikolai Sherstnev, addressing the General Director of the Vitebsk Concern "Meat and Dairy Products", Viktor Slavyetsky.
The director of the Orsha Meat Canning Plant, Nikolai Shabunya, has also managed to do a lot during his year of leadership. In fact, he raised the enterprise from its knees. Work is underway to expand the range of products manufactured and reorient sales markets, and new types of production are being mastered to obtain economic benefits. The governor demands that attention be paid primarily to the utilization of the plant's capacities and the production of children's meat canned goods. Currently, the children's food workshop is loaded only by 28 percent, and this is the locomotive of the enterprise! It is necessary to work on reducing costs, optimizing the number of personnel, and throwing all forces into increasing production and sales volumes.
The contract with the General Director of JSC "Vitebsk Broiler Poultry Farm" Anna Norkus has been extended. She stated that the enterprise is currently among the top three leaders in net profit in its industry in the republic, and it manages to maintain the standard of being the best in terms of weight gain, chick survival, and feed production. The director has her own development strategy: they are preparing to establish a joint Belarusian-Chinese enterprise (on the territory of China) for the production of delicacy products, with a clear understanding that in market conditions, it is easier to produce than to sell.
Nikolai Sherstnev addressed the issue of organizing work in the agricultural sector. After all, broiler production begins with growing grain in the fields. In addition, an agroholding is being created on the basis of the factory, and the task has been set to provide it with equipment for efficient work in the fields.
— You need to produce 60–80 thousand tons of your own grain at the minimum cost, — says the governor, — as feed accounts for up to 70 percent of the cost structure of poultry. To achieve this, increase the arable land area to 30 thousand hectares and pay attention to arable land productivity. Another important aspect is that you have centralized all agricultural production. It is necessary to create branches, opening settlement accounts for prompt resolution of production issues.
Summing up the personnel day, Nikolai Nikolaevich noted: each manager receives specific instructions during the interview, which are ultimately aimed at increasing the economic resilience of the enterprise.
