Personnel Day: New Deputy Chairman of the Vitebsk District Executive Committee Approved, Heads in the Agro-Industrial Sector and Housing and Communal Services

An interview for a new job is an exciting matter. It is even more responsible if the approval for a new position and the extension of contracts for current managers is conducted personally by the Chairman of the Regional Executive Committee, Nikolai Sherstnev. Skills, executive discipline, initiative – this is what interested the head of the region when making personnel decisions. An objective and pragmatic assessment of the candidates' competence level became the main criterion for selecting new leaders. Nikolai Nikolaevich oriented them towards solving practical problems as opposed to discussions about reforming enterprises and industries. First and foremost, this conversation concerned the work of the housing and communal services.

A fresh perspective on one of the main sectors of the national economy is expected from the new Deputy Chairman of the Vitebsk District Executive Committee for Construction and Housing and Communal Services, Alexey Geroev, for whom this is a step up the career ladder from the position of chief engineer of the Vitebsk City Housing and Communal Services Unitary Enterprise. He understands that this sphere is life-support, and any negative facts in its operation immediately become public, attracting public attention. After all, as statistics show, during "direct telephone lines" and receptions of citizens held by government officials, there are quite a few complaints and questions in this area. The chairman of the regional executive committee aimed to minimize them and raise the quality of life for people.

— In the future, the consistent merger of communal and household services of the regional center and the Vitebsk district will pay off, — Nikolai Sherstnev is confident. — The structure formed in this way, by accumulating all the necessary resources, would allow work to be carried out in the city, its adjacent zones, and subordinate facilities. At the same time, in

The fact that the work style of the housing and communal services should be visible, starting from landscaping to providing quality services to the population, is well known to Sergey Zhukov, director of the Verkhnedvinsk State District Unitary Production Enterprise of Housing and Communal Services. Before this appointment, he worked as the chief engineer of the Novopolotsk KUP ZhREO, which has been winning prizes in the city competition for the best labor protection organization for several years in a row. And Sergey Mikhailovich, who was awarded the honorary title "Person of the Year of Vitebsk Region-2016," deserves much credit for this. In his new position, there is a lot of work to be done, as next year Verkhnedvinsk will become the capital of the regional "Dozhinki" festival. For the celebration, a significant amount of work needs to be done on the repair, reconstruction, construction, and landscaping of facilities. The head of the region is convinced that the timely development of an action plan for all regional and district structures and departments in this direction is very useful and effective. It allows for a calm assessment of the situation at the facilities and the identification of key tasks. Many understand that this is a kind of exam for the region, as what is done remains for the people for years to come. Of course, the implementation of multifaceted tasks requires considerable financial costs. Therefore, financing issues should be approached rationally. Soon, Verkhnedvinsk will host the landscaping relay, and in the meantime, works with a "rejuvenating" effect are nearing completion in Dubrovno.

— It is important for an agricultural enterprise to observe all stages: from soil preparation for crop establishment to harvesting within optimal agro-technical terms. We must be guided by European standards: with a competent approach, foreign countries demonstrate significant yields. Our conditions are no worse. We need to get the maximum from each hectare. If we continue to work in the old way, the desired result will not be achieved, — noted Nikolai Nikolaevich.

It is necessary to radically change the work scheme at OJSC "Zolotaya Podkova" (Gluboksky district). Alexander Stukan, who has headed this enterprise for over 4 years, is well aware of the range of problems: a decrease in average daily weight gain, a reduction in crop production yield per hectare of arable land. Technological links are faltering in these areas. Ideally, the structure of sown areas should be such that clover, rapeseed, legumes, annual grasses, and flax are predecessors for sowing grain crops, emphasized Nikolai Sherstnev.

The main postulate of the personnel day was voiced: all appointees must bring the economy of their entrusted enterprises onto a growth trajectory, and the progress must be noticeable. The new leaders received a carte blanche from Nikolai Nikolaevich to conduct their own policies locally, taking into account the recommendations received. And time will tell how effective it will be.
