Personnel Day: Appointment of the new chief physician of the Vitebsk Regional Hospital and the first deputy chairman of the Miory District Executive Committee has been approved

From personnel preamble to specific chapters reflecting the real state of affairs – this is the traditional format of communication between the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, with new appointees and the current director corps. Therefore, the priorities voiced by Nikolai Nikolaevich in the work of managers are much more than just a personnel day. After all, the focus of the region's head is not only on the professionalism of managers of various ranks, but also on the development strategy of individual organizations and districts.

Andrei Andryushkin has been approved as the chief physician of the Vitebsk Regional Clinical Hospital. He has extensive management experience in the healthcare sector. He has progressed from a doctor to the deputy head of the main department for healthcare of the Vitebsk Regional Executive Committee. For a manager with a strong professional core, the applied task for the future is to improve the material and technical base of the healthcare institution and build systematic teamwork. Another key paragraph in the leader's work biography is honesty and a thrifty approach in everything.

The supervision of the agricultural sector in Miory District has been entrusted to the new first deputy chairman of the district executive committee, Alexander Shokel, who previously headed the local meat processing plant. Before signing the approval for the appointment, the head of the region inquired about the prospects for the development of the agricultural sector in the district. The manager immediately outlined the priorities. He is convinced that the focus should be on increasing production volumes while simultaneously reducing costs, improving technological discipline in crop and livestock farming, and labor productivity.

The prefix "acting" is now in the past for Sergei Matveev, the new director of the Miory Feed Mill, which is part of the Polotsk integration structure. The production interaction zone includes the Sharkovshchina, Braslav, and Verkhnedvinsk districts. The main products of the plant are compound feed, pearl barley, and barley grits. According to Sergei Matveev, the enterprise has prepared 400 tons of barley for grits, and

this indicator is 200 tons behind the target. Fulfilling the assigned task in the shortest possible time is the number one priority. Nikolai Sherstnev, announcing his upcoming working trip to Miory district, and the feed mill is also on the chairman of the regional executive committee's visit schedule, instructed to personally report on the work done.

Petr Kunshtel is the new head of the "Lovzhanskoe" farm in Shumilino district. The emphasis in the farewell conversation is on fodder preparation in polymer packaging. The main ingredient is wilted green mass. An effective way to store it is to use stretch film, which positively affects the quality and cost of such feed. Hermetic sealing ensures the preservation process. The head of the region aims to use the baler in the fodder fields throughout the daylight hours.

A separate personnel issue is the approval of contract extensions. Among the "pioneers" is the director of OJSC "Chashniki Agroservice" Konstantin Shkeltin. He is convinced that winter crops are an objective necessity for agriculture, their undeniable value being high yields. Nikolai Sherstnev summarizes: the efficiency of work should also be measured by quality products, net profit, and high salaries. In essence, such an axiom drives the agroeconomy.

The General Director of OJSC "Vitebsk Oblagroservice" Viktor Zaikin has his own portfolio of tasks. He is to lead the subordinate organizations onto a new trajectory – to create a unified management system for service enterprises. There are many advantages: resources will be accumulated, the range of services provided will be expanded, and the creation of new jobs is not excluded. Nikolai Sherstnev urges to evaluate the management actions of the enterprise from the perspective of maximum benefit. Any production maneuver must be calculated as a commercial one to ensure guaranteed profit.

The contract has been extended for the director of the Vitebsk Regional Veterinary Laboratory Ilya Darovskikh. Under his leadership, the organization gives the green light to the export of domestic meat and dairy products and ensures epidemiological surveillance of animal diseases. During the conversation, the main issue was touched uponanimal husbandry – herd reproduction. This issue is largely addressed through the activities of the laboratory, which provides methodological assistance to farms.

— In total, the region receives 73 calves per 100 cows. To increase calf yield, it is necessary to seriously work with the livestock: treat, feed, inseminate, — emphasized Nikolai Sherstnev, instructing the Committee for Agriculture and Food of the Regional Executive Committee to strengthen work on forming human resources in the agricultural sector.

And for this, an attractive system of material incentives has been created. For several months now, the region has adopted an approach to changing the remuneration scheme in the livestock industry. Salaries of zootechnicians, veterinarians, farm managers, and insemination technicians have been adjusted upwards by 2 times. Everything depends on specific results: for example, if milk yield, weight gain, and sales volumes increase — a high salary is guaranteed.

The chairman of the Regional Executive Committee "strings" a related factor – foresight – onto each of the priorities mentioned for managers. If we consider that the head of an organization is a mirror, then everything must be done to ensure that it is clean and unclouded.
