Personnel Day: The appointment of deputy chairmen of the Vitebsk and Lepel district executive committees, and the deputy head of the main department of trade and services of the regional executive committee has been approved.

Under the sign of strengthening the regional vertical of power, a personnel day was held with the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev. The head of the region agreed to the appointment of deputy chairmen of the Vitebsk and Lepel district executive committees.

Personnel selection stems from today's realities. And now they are such that, in addition to self-demand, professionalism and initiative are necessary. Nikolai Nikolaevich takes the selection of candidates for the management apparatus seriously and thoroughly, considering each applicant and inquiring about colleagues' opinions of him. Each of the appointees, according to tradition, was informed of the priorities and tasks. They also include tactical steps.

— The Vitebsk region is the necklace of the regional center, and everything possible must be done to make it a real decoration of the region, — emphasized Nikolai Sherstnev, addressing the assignment to the new Deputy Chairman of the District Executive Committee for Social Affairs, Zhanna Cherkunova.

She is not new to the state system — two decades of her work biography are dedicated to this region. She will focus on brand development, the region's tourism potential, and positioning its rich historical and cultural heritage. Work will also be carried out to improve the quality of education. And this is not only the result of learning, but also an environment that guarantees that the student will receive comprehensive personal and social development. This can be achieved by reorganizing the network of educational institutions. Analyzing the reasons for making such decisions, Zhanna Cherkunova notes that they are all objective. One of the arguments is related to the high percentage of wear and tear of facilities. It is also undeniable that maintaining students in a small school is many times more expensive for the budget than in a full-sized school. The solution is in the concentration and rational use of funds. Looking ahead for years, she does not rule out the possibility that in some educational institutions, the last bell will indeed be the last. Children will be redistributed to Vitebsk. Logistics will also be thought out — the transportation of students will "drive" the situation, especially since this network is well-developed. At the same time, the manager does not hide: in

the district has educational institutions with strong teaching staff, a solid material base, which need to be supported and strengthened.

Economic issues in the Lepel district are entrusted to Oksana Tereshkova. She has 12 years of experience in the Ministry of Finance system. The Chairman of the Committee for Economics of the Regional Executive Committee, Anzhelika Nikitina, has no doubt that the new Deputy Chairman of the District Executive Committee is capable of ensuring positive changes in the work. Oksana Tereshkova considers it important to support the non-state sector of the economy. Today, the green light has been given to private initiative and self-employment. The expansion of the entrepreneurial sector is one of the significant drivers of regional development, which needs to be fully utilized, and the process needs to be established so that people are more willing to start their own businesses. There are reserves in increasing the effectiveness of involving inefficiently used state property in economic circulation. Another topic that creates prerequisites for long-term growth is improving the investment climate. The head of the region is setting the manager's tone: the district must regain its original positions and become one of the best in the region.

Personnel changes have affected another economic niche – trade. Zhanna Listopadova will take the position of Deputy Head of the Main Department of Trade and Services of the Regional Executive Committee. She is well acquainted with the scope of tasks: she has worked in this structural unit for more than 10 years, 6 of which she headed the department of organization of trade, public catering and household services before the new appointment. Therefore, she immediately "finds" the points of application of efforts: the development of trade infrastructure and the saturation of the consumer market, including in rural areas. During the interview, the successful model of integration of the region's agricultural enterprises, which not only produce products but also sell them through their own distribution network, was also discussed. One of the main advantages is high economic maneuverability in dynamically changing conditions. Working with its own raw materials, it is possible to influence the cost at all stages of production. Revenue will increase —the organization will be able to centrally purchase materials, high-performance equipment, and load trading facilities. At the same time, quality, price, and assortment should not falter. Nikolay Sherstnev aimed at creating a single trading mega-regulator in the region, which will consolidate all the agro-industrial complex enterprises of the region and allow it to confidently compete with other retailers.

— The more actively we work in this direction, the more tangible the result will be. The region must have its own trading network. If we implement this, we will leave a significant mark on the land, — said the Chairman of the Regional Executive Committee.

Andrey Yatsyna will assume his duties as the Director of the "Proshkovo" branch of OJSC "Gluboksky Agroservice". He will have to seriously focus on forming a strong feed base, as last year was a failure for the farm in these parameters. All attention should be paid to the portioned use of the grass stand, the presence of necessary components in it, and mandatory timely mowing. And, of course, to balanced rations for cows. High-quality fodder and a rich green conveyor are one of the guarantees of high milk yields. Before milking a lot and earning well from milk, it is necessary to create the right conditions. The components include improving the genetic potential of animals, a regime of strict economy in everything, and adherence to technologies. If the work is organized competently at each production site, there will be a return.

The contract extension has been agreed for the directors of the "Adamemenki" farm in the Liozno district, Gennady Konyushenko, and "Osvyeysky" farm in the Verkhnedvinsk district, Sergey Narubin. Their focus is on increasing the volume of marketable products and working to reduce cost mechanisms.

Alexander Petrukhin, the Director of the Gorodok Boiler and Heating Network Enterprise, has confirmed his professional suitability. Nikolay Sherstnev gave a positive assessment of his work, which is confirmed by facts: growth in profitability, increase in profit. At the same time, the main emphasis is placed on the future — reducing the cost of thermal energy consumed by the population. The manager considers working with local types of fuel to be justified — the cost is lower. Energy sources operating onchips, more efficient and cost-effective. Therefore, in the future, they plan to lease a crushing plant to produce wood chips themselves.

The outcome of the HR day is as follows: without a clear management strategy, even the most complete and "charged" personnel "squad" makes mistakes and hits blanks. Therefore, today, strategic goals in regional management, as well as in the fields of the agro-industrial complex and trade, were more important than personalities.
