Personnel Day: Nikolai Sherstnev approved the appointment of the Deputy Chairman of the Senno District Executive Committee, General Director of "Orshalkomkhoz"

The priorities of managers' work became the subject of special attention when the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, made personnel decisions.

The range of social sphere issues in Senno district has been entrusted to Alexander Krasakov, who previously headed the Vitebsk Regional Association of Trade Union Organizations for the last five years. One of the key notes in his business notepad is the completion of the renovation of the local central district hospital. At the same time, a qualitatively new breakthrough needs to be made in the training system and their retention in rural areas.

– The personnel of the region's agro-industrial complex are aging, the average age of workers in agricultural organizations is about 50 years. This situation must be fundamentally changed, – says Nikolai Sherstnev. – To attract personnel to the countryside, they should be motivated correctly and attractive working conditions should be created. And it is necessary to form and monitor a promising personnel reserve starting from the school bench, through agro-classes, giving children not only knowledge but also labor skills. This will allow them to approach their career choice consciously.

The basis for staffing the agricultural sector and increasing the retention rate of young specialists should be an increase in the number of targeted contracts. In this regard, Senno district should establish closer ties with the heads of agro-industrial complex organizations.

Part of the strategy for Dmitry Lapikov, approved for the position of director of the agricultural enterprise "Danukalova-Agro" in Liozno district, should be an increase in livestock production volumes. The agro-manager is reminded that dairy farming is the driver of the economy. Special attention is to be paid to the fodder base.

— June is the peak of protein in the green mass. The abundance of green grasses in the summer period allows for a significant increase in the milk productivity of cattle, even reaching

kilogram of average daily weight gain. It is extremely important to organize work in this direction competently," - Nikolai Sherstnev aims.

Among the priorities are the preservation of young livestock, the reduction of unproductive losses, and the prevention and treatment of animal diseases. Directors of the farms "Bliznitsa" of Polotsk district Bronislav Pilipenko and "Sirotinsky" of Shumilino district Nikolai Prigodich are guided by this. Organizations are lagging in many indicators in animal husbandry. This leads to a slowdown in growth rates and a shortfall in production, which in turn affects revenue. One of the reasons is the non-compliance with elementary technological criteria. In this regard, the head of the Vitebsk region instructed the managers to change the situation for the better within six months - this is how long their contract extensions are approved - and the regional agricultural production department to conduct a monthly current assessment of the effectiveness of such work. Directors are urged to transform their management style, but not towards dependency and inaction, waiting for financial injections. This makes organizations inert and employees unmotivated. This cannot be allowed, said the chairman of the regional executive committee, reminding of the formula for a successful leader: manage by motivating. It is important to objectively evaluate a responsible employee who works for the benefit of the organizations with the prefix "effectively".

There are reserves for increasing production indicators and improving the financial situation. As an example, the branch "Vesna-energo" of the enterprise "Vitebskenergo" headed by Evgeny Nebebin. Stability and order have taken root here thanks to the competent organization of production processes and a strong team of specialists. The focus is on "live" indicators - profit, profitability, revenue. In particular, they plan to increase the productivity of the dairy herd in the near future - to reach over 7 thousand kilograms of milk.

Melioration plays an important role in the development of the agricultural sector. Freeing land from swampy captivity, clearing overgrown areas, mowing canals - all these measures should be aimed at improving the condition of the fields, includingalong the roadsides. The return from the land will not be long in coming, is confident Nikolai Sherstnev. And it manifests itself in the form of significant harvests and nutritious rations for animals. **Sergey Samokhvalov, General Director of KUP "Vitebskmeliorvodkhoz" - the management company of the "VitMelio" holding**, whose contract extension has been approved, is tasked: every hectare suitable for effective use must be put into circulation.

Personnel reinforcement, as well as strengthening of executive discipline, is required at **the enterprise "Orshakomkhoz". From now on, Valery Zhdanovich has a new management portfolio,** which has been approved by the head of this organization. In his previous position as director of "Orshanskaya spetstavtobaza," he proved himself in the best possible way. At least, this is evidenced by the figures in the table of key performance indicators of financial and economic activities: growth in geometric progression has been achieved in many parameters. Participants of the personnel day do not hide: this management model needs to be projected onto the new area of work. The appearance of territories is an important indicator of благоустройство (improvement/landscaping) in any settlement. Orsha is no exception.

**– The impression of the district center is formed from trifles. People, first of all, assess the well-groomed and cleanliness of the streets, the neat appearance of houses and infrastructure facilities. Bus stops, fences, benches, urns – all this and much more should look neat and decent. Among the primary tasks in maintaining and preserving order is timely and regular mowing. Moreover, such work should be carried out evenly: not only in the city center, but also going deeper. Orsha should not be a territory of contrasts. It is important to feel the хозяйскую руку (master's hand/responsible management) of the utility workers in everything, so that residents of Orsha and visiting guests feel comfortable here, – said Nikolai Sherstnev. **

The **director of the Vitebsk Motor Repair Plant, Viktor Masalov**, whose contract extension has been approved, is focused on increasing production volumes. The head of the Vitebsk region has instructed to increase production

disk tillage units of the AD-600M "Rubin" brand – already this autumn they need to be used for sowing winter crops. By the way, Vitebsk MRZ is the only enterprise in the region that is engaged not only in the production of agricultural machinery and spare parts for disk tillage and sowing units, seeders, disk harrows. Here, engines, their components and units that have exhausted their service life are given a second life.

The bottom line: for some positions and areas of activity, managers will have to reformat their approaches. To begin with, it is necessary to "turn" the angle of view in order to clearly see: slowing down development in the entrusted area is unacceptable.
