— An economist is a leader in the district, a kind of locomotive that directs all production. He must work to increase the efficiency, profitability, and financial condition of organizations, — Nikolai Sherstnev addressed Svetlana Timoshenko, approved for the position of Deputy Chairman of the Shumilino District Executive Committee.

Shumilino region will literally have to be revived in economic development. Some may indeed think: this is not a woman's job, as a manager of this rank oversees all segments of the region's population's life. But it all depends on the person, their knowledge, and their desire to work, believes the Chairman of the Committee for Economy of the Regional Executive Committee, Anzhelika Nikitina. One of the arguments in favor of the new leader is her 25-year tenure in the district tax inspectorate. Therefore, she knows the mechanism of budget revenue generation from the inside better than anyone, largely thanks to which social functions are performed. In her new position, she will have to find reserves and set priorities for the region's development. It is necessary to influence entrepreneurial activity. A favorable wind of change is also needed in forming a stable investment climate. According to Anzhelika Alexandrovna, experience and the outlined guidelines for the appointee will help to restart the region's economic conveyor with new management approaches.

Transformation is also needed in the land reclamation system. This task is set for the former head of the Vitebskgiprovodkhoz enterprise, Sergey Samokhvalov, approved for the position of General

Глобальной перестройки подвергся строительный комплекс Витебщины. Высокая энергоемкость продукции, незагруженные производственные мощности вкупе с вопросами кадрового обеспечения — вот неполный перечень слабых мест в строительстве. Понятно, что при таком «букете болезней» расти могут разве что издержки производства. Поэтому одной из действенных мер по оздоровлению ситуации стало создание государственного объединения «Витебское управление строительством». В едином менеджментском «кулаке» сконцентрируются 9 организаций, что позволит реализовать многовекторную строительную политику: от проектирования до возведения объектов и оказания услуг. Возглавит новую структуру Алексей Гапоненко, покинув пост заместителя директора Витебского ДСК. Задача номер один для назначенца — саккумулировать в аппарате сильные кадры и наладить четкое взаимодействие участников внутри объединения. Руководитель понимает: без снижения издержек производства сложно конкурировать, выигрывать тендера, получать объемы не только в пределах области, республики, но и на внешних рынках. Не исключено, что свежий взгляд менеджера на состояние дел поможет организации стать мощнейщим строительным организмом.

Therefore, one of the effective measures to improve the situation was the creation of the state association "Vitebsk Construction Administration". 9 organizations will be concentrated in a single management "fist", which will allow the implementation of a multi-vector construction policy: from design to the construction of facilities and the provision of services. Alexey Gaponenko will head the new structure, leaving the post of deputy director of Vitebsk DSK. The number one task for the appointee is to accumulate strong personnel in the apparatus and establish clear interaction between participants within the association. The head understands: without reducing production costs, it is difficult to compete, win tenders, and get volumes not only within the region, the republic, but also in foreign markets. It is possible that the manager's fresh look at the state of affairs will help the organization become a powerful construction organism.

Contract extension has been agreed with the director of the "Lepel MCC" branch of OJSC "Vitebsk Meat Packing Plant" Alexey Sadovsky. The manager acknowledges that the key profitable areas are dry milk with higher quality characteristics. They plan to expand the geography of supplies and the product range, including those with longer shelf lives. Alexey Sadovsky does not hide the fact that the future of export supplies lies in dry milk products. However, the implementation of this idea requires modernization and technical re-equipment of the specialized workshop, as the existing equipment in the organization is significantly worn out. The economic return will not be long in coming. When reconstituting instant dry milk, the yield of cheese, cottage cheese, and sour cream is the same as from fresh cow's milk. By the way, it is not easy to find an alternative to dry milk, for example, in Eastern countries with difficult climatic conditions where dairy farming is inefficient. This will allow the production of competitive innovative products, which in turn will enable the development of new markets and the generation of added value in product sales.

While signing the contract extension with the director of OJSC "Slobodka-agro" of Braslav district, Alexander Degtyarev, Nikolay Sherstnev inquired about the progress of the labor payment system for livestock breeders and machine operators proposed by the regional executive committee. Alexander Degtyarev does not hide that there are undoubtedly positive changes – the salary has increased 3-3.5 times. After all, egalitarianism, as a relic of Soviet times, certainly does not contribute to the development of personal initiative – to do more, better, and with higher quality. The manager is confident that stimulating people with money improves the farm's economy. And there is already an indicative fact: this year, twice as much land area has been involved in economic circulation.

Contract extension has been agreed with the director of the "Svito-VMK" farm of Beshenkovichi district, Lyudmila Mamayko. Dairy farming is the main profile of the organization. The quality of raw materialsthe ideal is required. That is why the struggle for it is waged here relentlessly. It is "dairy" money that is the decisive lever of the organization's economy.

The control of the head of the region over the execution of instructions given during the personnel day, personally entrusting each leader with a responsible front of work, is serious. The main thing, reminds Nikolai Sherstnev, is not to be afraid to make decisions and act strategically.
