Personnel Day: Appointments of the First Deputy Chairman of the Tolochin District Executive Committee and the Head of "Kohanovo-Housing and Communal Services" have been approved
Discipline, clear and timely execution of all assignments is a benchmark for the new and currently acting management of the Vitebsk region. Therefore, the personnel day held by the chairman of the regional executive committee, Nikolai Sherstnev, turned into an extremely open and concrete discussion of profile issues from the very first minutes.
The dominant theme of the region's head's conversation with Nikolai Stezhkin, approved for the position of First Deputy Chairman of the Tolochnsky District Executive Committee, is the effective and profitable operation of the agro-industrial complex. The agrarian knowledge of the manager, who has gone through a career path from electrical technician to director of the "Vydreya" enterprise of the Vitebsk branch of the Belarusian Railway over 13 years, has become stronger. In his new position, he is tasked with organizing all agricultural processes at a high level, as the actual economic indicators of some organizations are below their potential. According to Mikhail Pridybailo, chairman of the Committee for Agriculture and Food of the regional executive committee, Tolochnsky district is one of the breadbaskets of the region and is in no way inferior to Orshansky in terms of soil fertility. In the context of crop production, Nikolai Stezhkin is aimed at improving the culture of farming and achieving a gross grain harvest of at least 100 thousand tons. The livestock sector also needs serious attention, in particular, paying special attention to increasing milk production and improving its quality characteristics. In line with this, Nikolai Sherstnev indicated the need to build a new dairy complex in the district, which will ultimately allow for maximum utilization of the capacities of processing enterprises and thereby increase income.
However, it is not enough to build a decent livestock facility; it must be staffed with a highly productive herd, adhere to its maintenance technologies, and organize work on animal reproduction. This is the breakdown of actions for Kirill Prudnikov, invited for an interview for the appointment as Director of the "Vydreya" enterprise, as well as for the heads of farms whose contracts have been extended: "Druisky" and "Agrovidzy" (Braslav district) Alexander Belyun and Vladimir Zolotukha,

In dairy farming, it is essential to strictly adhere to simple rules: to timely provide bedding, feed, and milk – the result is guaranteed.— For organizations that are unable to establish such work and face a severe shortage of material and labor resources, it is necessary to conduct an appropriate inventory and redistribute livestock within integration structures to modern farms – there are available livestock places. This will lead to weight gain and gross output, — instructed Nikolai Shersnev, head of the Vitebsk concern "Meat and Dairy Products".
There is no doubt that for agricultural enterprises, milk is the locomotive that pulls everything else: farm construction, livestock feed production, and therefore, land cultivation, use of fertilizers, plant protection products, and technical equipment. It was these postulates that the managers emphasized when reporting on the state of affairs in their areas of work. The frequent use of the phrase "thanks to integration structures" once again underscored the correctness of the region's chosen strategy for creating such large formations. The time-motivated steps in detail are as follows: assisting supervised farms in carrying out spring field work within optimal agro-technical terms, cultivating crops, harvesting, and preparing feed. And all this with the prefix – "using modern high-performance equipment".
For results, it is necessary to clearly understand the development priorities, otherwise resources will be wasted, which can lead to an economic and financial deadlock. Managers are urged to change their management style, but not towards a dependency mentality, which is sometimes mistakenly "adopted" by some representatives of the agricultural sector: they remain inactive, expecting new financial injections through the support of parent enterprises. This makes organizations inert and employees uninitiative. This cannot be allowed, said the head of the region, reminding of the formula for a successful manager: manage by motivating. People know that if the work is done technologically and
high-quality performance will result in good monetary bonuses under the new remuneration system. Nikolai Nikolaevich is compelled to return to this topic again – it turns out that it is not easy for some farms to reorient and get on new production tracks.
The agricultural focus of the personnel day shifted to housing and communal services. The chairman of the regional executive committee expects high-quality work from the newly appointed director of the Kokhanovo UPPSH "Kokhanovo-ZhKKh" of the Tolochnsky district, Oleg Vakunov. The majority of issues, mostly minor ones, that the population brings to the attention of the district and regional leadership, concern this sphere. They need to be systematized and consistently resolved.
The message addressed to the corps of directors, combined with wishes for labor success, was: changes are needed in the work, but without rash disruptions.
