Personnel Day: Appointments of the First Deputy Chairman of the Ushachi District Executive Committee and heads of agricultural enterprises have been approved
The range of issues related to the development of the agro-industrial complex became the dominant theme of a personnel day held by the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev.
The serious tone of the conversation with the new managers and the current corps of directors was determined by the topic of readiness for the start of the spring campaign. Among the managers with the prefix "agro" are those approved for the positions of First Deputy Chairman of the Ushachi District Executive Committee Sergey Sadovsky, heads of farms "Ivansky-Agro" of the Chashniki District Alexey Ladnov, "Uzmensky Krai" of the Miory District Yuri Tridensky, "Podeltsy" of the Miory District Leonid Kryukov, as well as the director of the enterprise "Geroi" of the Shumilino District Viktor Minin, whose contract extension has been approved.
The discussion with each of them on relevant topics turns into an instruction and detailing of all production steps. From the very first minutes, the chairman of the regional executive committee gives a clear breakdown: throw all forces into the sowing campaign. Today, farmers talk about the weight of the future harvest, on which the well-being of the region and the country depends, considering the weather, staff shortages, and low soil fertility. But, giving specific examples in relation to the latter, managers are assured that even in such a situation, some farms sometimes work no worse than those with fertile land. At the same time, managers are urged to use the "agro-roadmap": to competently involve personnel, equipment, and working time. The sowing campaign will show: the first sprouts will be given by the grain of rationality. Peasants have long been convinced in practice that about a third of profits can be lost due to elementary mismanagement, whether it be untimely applied fertilizers, incomplete plant protection, or incorrectly plowed soil. The land will demand strictly. And it must be subordinated, first of all, to increasing crop production and ensuring livestock feed.
All this, along with the proper maintenance of animals, treatment, raising young stock, and improving the genetic potential of the herd, will allow for systematic work in increasing
of dairy farming efficiency. Attention is also paid to milk production, one of the most profitable agricultural segments. Successes and failures in it depend on the people in whose hands the milking herd is. This is eloquently evidenced by the "patchiness" in milk yield indicators in some organizations: some milk over 6 thousand kilograms of milk per cow per year, others - 2-3. Farms that do not reach the high bar are recommended to take lessons in milk production from strong enterprises.There is another equally important aspect, on which Nikolai Sherstnev has repeatedly focused – the motivation of rural workers. Material interest encourages them to work actively, even without regard to time. People know: if the work is done technologically, qualitatively and on time, there will be good monetary bonuses according to the new remuneration system. Nikolai Nikolaevich returns to this topic – it turns out that it is not easy for some farms to reorient and get on new management rails. The management of individual enterprises is hampered by a simple lack of understanding of the issue: what constitutes the overall salary of a particular specialist.
An important criterion for evaluating the work of the Chashniki District Department of Internal Affairs, headed by Alexander Usovik, a member of the district executive committee, should be, according to the head of the region, a high level of public trust in law enforcement officers. In this regard, it is indicated that it is necessary to professionally strengthen the service of district inspectors, who have closer contact with the population. People judge the police as a whole by their prompt response to appeals and resolution of complex situations. While strictly reacting to violations of the law, they are urged not to forget that the fate of a specific person is in the hands of law enforcement officers. Special attention is assigned to monitoring the situation in dysfunctional families and preventing negative phenomena, including drunkenness. After all, these factors are often accompanying circumstances in the commission of unlawful acts. Unemployment also characterizes offenders. Issues of labor and social adaptation of this category of citizens should be inamong the priority ones. There are options for part-time work, for example, in rural areas. These can include, for example, clearing stones from fields before sowing or after harvesting, tidying up production areas...
The new format of a comfortable public environment in Liozno should become an asset for the local public utilities enterprise. It is no secret that every element of the territory reveals its owner: buildings, fences, yards, squares, roadsides. To identify "solutions" to key issues of improvement and tidying up, and to actively involve the population in this — this is the instruction given to the head of the enterprise, Viktor Gribov, whose contract extension has been approved. And another focus for the future is reducing the cost of thermal energy consumed by the population. The head sees significant economic benefit in the independent production of wood chips by acquiring a shredding unit.
In his parting words addressed to all leaders, Nikolay Sherstnev urged everyone to act decisively, with due assertiveness, in order to "unlock" the system with the "key" of success.
