Personnel decide everything. This is the postulate that explains the close attention of the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, to the approval of new appointments and contract renewals for managers. This procedure is a good opportunity to focus managers on results and voice messages that will be relevant for everyone. For managers, it is also a chance, as they say, to directly, without an apparatus filter, voice steps for the development of their assigned area of work. In essence, it is a synchronization of watches on the most pressing issues.

The traditional interview within the framework of the personnel day was opened by representatives of the силового блока (law enforcement bloc), because those who stand guard over the law have a special mission. An important criterion for evaluating the work of the Liozno and Braslav District Departments of Internal Affairs, headed by Alexey Androsov and Sergey Berzhanin, approved for positions as members of the district executive committees, should be, according to the head of the region, not statistics, but prompt response to the dynamically changing situation, emerging challenges and threats. Another vector is to reach out to individuals with antisocial behavior, offenders. Among the priority areas of work with this category of citizens is assistance in social and labor adaptation. And this is a positive resolution to the dramatic life stories of those who once strayed from the path of law-abidingness. Coordinated interaction between the police and the district executive committee to eliminate problematic situations and negative manifestations in society will allow for much greater results, believes Nikolai Sherstnev.

Olga Lapatinskaya, who previously headed the Department of Literature at VSU named after P.M. Masherov, has been approved for the position of rector of the Vitebsk Regional Institute for Education Development. She immediately identifies three important cores for the prospective development of the institution: professional development of teachers in the region, the Olympiad movement, and work with gifted children. Without such a stable foundation, the entire educational "structure" will not hold, just as it will not hold without modernizing the current system to meet the needs of the time. А спрос есть. Все в купе положительно скажется на развитии института, его имидже.

Коснулся разговор и перезагрузки коммунальной матрицы областного центра. Отныне это зона ответственности Сергея Путиловского, согласованного на должность генерального директора УКПП «Витебское городское жилищно-коммунальное хозяйство». До этого последняя запись в трудовой книжке — директор Витебского дочернего унитарного предприятия котельных и тепловых сетей «ВПКиТС». Менеджер понимает: во главе угла – человек и его комфорт. Сделать Витебск уютным, привлекательным – такую задачу глава области ставит перед руководителем. На высоте должны быть инфраструктура, улично-дорожная сеть. В топ-списке заданий по эстетизации городской среды — озеленение, цветочное оформление, освещение, малые архитектурные формы. В фокусе внимания — замена окрашенных ограждений, разделяющих пешеходную зону и проезжую часть, на конструкции из нержавеющей стали. Маркер работы предприятия — состояние жилищного фонда. Ведь далеко не всегда ухоженный фасад дома означает порядок и комфорт внутри. Одна из задач со звездочкой — придать большую ритмичность работе по замене старых лифтов. Однако это полдела. Во многих подъездах уже долгие годы пропечатались неприглядные картины в разных вариациях: обшарпанные стены, грязные перила, закопченные потолки, разбитые лампочки, неисправные почтовые ящики. Это не фантастические зарисовки, а, к сожалению, реалии некоторых многоквартирных жилых домов, с которыми «соседствуют» разбитые скамейки, разбросанный мусор, раскрошившиеся бордюры.

From now on, this is the responsibility of Sergey Putilovsky, approved for the position of General Director of UKPP "Vitebsk City Housing and Communal Services". Before that, the last entry in his work record was Director of the Vitebsk branch of the unitary enterprise of boiler houses and heating networks "VPKiTS". The manager understands that the focus is on people and their comfort. To make Vitebsk cozy and attractive – this is the task that the head of the region sets for the leader. Infrastructure and the street-road network must be at a high level. The top list of tasks for the aestheticization of the urban environment includes landscaping, floral design, lighting, and small architectural forms. The focus is on replacing painted fences separating the pedestrian zone and the roadway with stainless steel structures. The marker of the enterprise's work is the condition of the housing stock. After all, a well-kept facade of a house does not always mean order and comfort inside. One of the "star" tasks is to bring more rhythm to the work of replacing old elevators. However, this is only half the battle. For many years, unsightly scenes in various variations have been imprinted in many entrances: shabby walls, dirty railings, soot-stained ceilings, broken light bulbs, and faulty mailboxes. These are not fantastic sketches, but, unfortunately, the realities of some apartment buildings, which are "neighboring" with broken benches, scattered garbage, and crumbling curbs.

Sometimes, such chaos in homes and adjacent territories is created not only by strangers but also by the residents themselves. Some of these issues would not have arisen at all if the Vitebsk residents were more conscious of the place where they live. Therefore, "clearing up" such problems is not only the concern of utility workers, the head of the region noted.

A qualitatively new leap in the effort to establish and maintain order in Ushachi District should become an indicator of the performance of the director of the district housing and communal services, Stanislav Zavadsky, whose contract extension has been approved. The interested services present at the personnel meeting were instructed to take the landscaping of the district center under special control.

Zoya Konysheva has taken a step up from the position of deputy director for production at OAO "Belaya Lipa" – she is now the head of this enterprise. For the new agro-manager, as well as for those who have undergone the procedure of approving contract extensions: Sergey Khalimonenko (OAO "Ilyushinsky"), Ivan Doroshchenko (KUSKhP "Velikodoletskoye"), Ivan Sushko (OAO "Miorsky Rayagrosservice"), Ivan Yushek (OAO "Turkovo"), Oleg Makarevich (OAO "Mayak Vysokoye"), Alexey Khokhlov (OAO "Pravda S"), the main scenario for the development of the organizations is efficient and profitable operation. It is no coincidence that the dominant theme of Nikolai Nikolaevich's conversation with each manager was dairy cattle breeding – the foundation for the development of the industry and the engine of economic growth. Milk is money every day, and a lot of it. In fact, one figure in the table of production and economic indicators reflects the attitude to work of all employees. Any deviation from technological requirements leads to an immediate reaction in the form of reduced milk yield. Therefore, the more high-yielding cows in the farms, the higher the production volume, the more "extra" grade products sold, the more substantial the wallet for everyone involved in the production process. And where there is a good salary, there are no difficulties with personnel.

Nikolai Sherstnev's principled position remains unchanged: if the state provides support, then in return it expects results, accountability from the managers, and timely fulfillment of their obligations.
