Personnel Day: Appointments of Deputy Chairmen of the Novopolotsk and Shumilino City and District Executive Committees Approved

The tasks set by the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev, at the personnel day for two categories of managers – heads of the local power vertical and organizations – are special. In some positions and areas of activity, managers will have to reformat their approaches. To begin with, it is necessary to "turn" the angle of view to clearly see: it is unacceptable to slow down the development of the entrusted area.

Sergei Semenychev, who has been approved for the position of First Deputy Chairman of the Novopolotsk City Executive Committee, intends to start a new chapter in his work biography with an analysis of the efficiency of the enterprises of the oil city. His background includes work in organizations, as well as in the system of state administration bodies in Braslav, Polotsk, and Novopolotsk. Therefore, he immediately sets priorities. The manager is confident that the city has a good base for the development of small and medium-sized businesses. There are many areas for self-realization: for example, household and social services, production of building materials, trade, and public catering. And one more point in the "economic development" section – to improve the investment climate of Novopolotsk, open new production facilities, and create jobs.

To make a qualitatively new leap in the construction and housing and communal services segments of Shumilino – this is a task for Ruslan Nastyushkin, who has been approved for the position of Deputy Chairman of the District Executive Committee. This is a postulate dictated by the times: it is not only the planned development of the district but also its preparation for the regional "Dazhynki" in 2021. Hence the increased attention to issues of discipline, order, and a хозяйский approach in everything. The district center, according to the head of the region, should become even more comfortable for residents and more attractive for guests. The manager, with 17 years of experience in road construction, including in the Shumilino district, immediately identifies growth points for this year. Among them is the repair of about 11 km of roads. A residential building is also to be constructed. But this is only a small part of what needs to be done. To generate a holistic picture of the transformation of Shumilino, it is necessary to "recharge" with the ideas of the residents. To impose financing on the portfolio of proposals. The main thing is

to soberly assess the need for implementing certain initiatives at the local level. Hence the instruction – to determine the "breakthroughs" on key issues of improvement and order restoration.

From **Natalia Molisova**, approved for the position of **Director of the Novopolotsk State Musical College**, who has served as deputy for the last three years, a fresh perspective on training is expected. The main task is to restore and strengthen the chain: children's art school – college – university. The key that opens doors for new students should be the institution's active career guidance work. If the diamond of young musicians' talent is skillfully cut, it will undoubtedly sparkle with all the colors of the rainbow.

The vector of discussed topics also touched upon the agro-industrial complex. **Natalia Shendrik**, invited for an interview for the appointment to the position of **Deputy Director of OJSC "Yakubovo-Agro"**, is reminded: in agricultural production, land is the beginning of all beginnings.

— The agro-climatic conditions of the Vitebsk region are no worse than in the Baltic or Scandinavian countries. Yet, production there is more technologically advanced. This indicates one thing: it is possible to work productively and efficiently on our lands as well, — emphasized Nikolai Sherstnev, additionally highlighting the importance of high-quality training for the rural areas.

This textbook message is also addressed to the heads of farms **"AgroBorovinka" of the Shumilino district, as well as "Bliznitsa", "Cheressy", "Titovo" Vladimir Orlov, Bronislav Pilipenko, Oleg Yanukovich, Franz Versholovsky**, whose contracts have been approved for extension. By the way, within the framework of personnel days, and not only, all nuances of crop production and livestock farming are analyzed in detail. What is the result? Everyone understands everything, knows, but for some reason, some organizations have profits, while others have losses. The head of the region tirelessly repeats: agricultural enterprises where professionally trained and responsible managers and specialists work consistently achieve good results year after year: be it crop yield, milk yield, or weight gain. And one more important thesis from the chairman of the regional executive committee: it is possible to earn in the agricultural sector if

correctly set priorities. Take animal husbandry as an example. This sector is no longer what it was 10-20 years ago. The conditions for keeping animals have changed, and technological discipline has become stricter. Therefore, you won't get far with outdated approaches. It's no secret that dairy production relies on the feed base and strict adherence to technical regulations. No matter how balanced the feed is and how well the livestock are kept, there is no animal husbandry without reproduction. Every specialist in the sector knows this truth. Nikolay Nikolayevich touches upon this topic for a reason. The figures in the table of production and economic indicators of farms show that the level of reproduction organization has fallen, and quite significantly. Managers are being urged: effective organization of work in this area is the key to the dairy sustainability of any agricultural enterprise. Animals, as they say, can bring in a fortune. The scheme for turning rivers of milk into financial flows has been developed for a long time. Revenue from the sale of "white gold" often turns out to be the only source of financial support for organizations. It affects both salaries in teams and purchases. Therefore, the chairman of the regional executive committee is guiding those who lag behind: keep pace with the best agricultural enterprises.

The contract extension has been approved for Vladimir Yatskevich, Director of the Polotsk Dairy Plant. The organization's supply geography includes 14 countries worldwide. Approximately half of the manufactured products are exported. However, Nikolay Sherstnev warns: to avoid a situation where export growth could lead to half-empty shelves in domestic stores, it is important to maintain a competent balance in regulating product volumes for domestic and foreign markets when working with new supply destinations.

In conclusion, the traditional parting words: it is important that positive changes become a natural result of work, not a random coincidence.
