Personnel Day: Appointments of Deputy Chairpersons of the Miory and Braslav District Executive Committees Approved
Action guidelines should be projected onto the assigned work areas. This message was conveyed to the director corps at a personnel meeting held by the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev.
Nikolai Nikolaevich began the interview precisely with the local power vertical, as the most important tasks face those working in the regions. The head of the region has repeatedly emphasized the special role of managers leading the economic direction. And the personnel day is no exception. From now on, Elena Shalonyko and Elena Babinskaya will oversee the economic profile as deputies of the chairmen of the Miory and Braslav District Executive Committees, respectively. Elena Shalonyko's management potential is well-known: for most of her working life, about 20 years, she held leadership positions in the district agricultural production department, headed the economics department, and for the last 7 years worked as deputy chairman of the Glubokoe District Executive Committee. Elena Babinskaya is also not new to the state system, having progressed from chief economist to deputy head of the district agricultural production department of the Braslav District Executive Committee. In their new positions, they will have to identify reserves and structure priorities in the development of the districts. Today, the green light has been given to private initiative and self-employment. The expansion of the entrepreneurial sector, the service sector, and tourist attractiveness are the drivers of regional growth that need to be fully utilized. There are also reserves in increasing the effectiveness of involving unused and inefficiently used property in economic circulation. Managers are being directed to generate a stable investment climate, because if investments flow through the "veins and arteries" of economic segments, its "heart" will function more rhythmically. As a successful example of work in this direction, Nikolai Sherstnev cited the building of the former cinema in Novolukoml, which, thanks to an investor, has been transformed into a center for family recreation and entertainment.
The range of agrarian tasks was announced to the managers of the farms "Proshkovo" Andrei Yatsyna, "Yanovicha-agro" Andrei Kozhurno, "Barseevo" Guram Burkenadze, "Ostrovshchina" Alexander Yarokhovich,
«Experimental base "Vetrinskaya" to Sergey Mazinsky, who approved the extension of contracts. During the discussion of topical issues, there was also room for constructive criticism, as the head of the region guides managers towards the future and leads them to develop a competent enterprise development strategy. And they are mostly hindered from reaching new heights by old approaches, including those concerning efficient farming. The director corps has been instructed on unwavering compliance with the sown area structure communicated to each organization, which is created taking into account soil fertility, providing livestock with complete feed, and processing enterprises with raw materials. The need to complete all agricultural work on time keeps farmers on their toes. For results, it is important to adhere to technologies in the process of soil preparation, fertilizer application, sowing, crop care, and harvesting. With an adequate feed base, there will be a noticeable effect in the dairy sector: milk yield and gross production will increase. It has been seriously instructed to focus on organizing herd reproduction. Naturally, without an increase in livestock, there will be no mass calvings, and consequently, no increase in milk. By the way, this thesis has been repeatedly voiced at personnel days as a refrain, as well as the fact that the technician-inseminator, who forms the enterprise's economy, should be held in high regard. At the same time, managers are urged to "find" in each production step the economic matrix at which the return per unit of invested funds and resources will be maximized. After all, it is no secret that shortcomings immediately rebound: costs increase, eating up potential profit. Competent management decisions will help turn negatives into positives, and farms to be at the forefront of agricultural production in the region and the republic. Such a broad and open discussion has become a new starting point in the work for the coming year — it is for this period that agro-managers have been signed off on contract extensions. The bottom line: managers and their teams must work like clockwork. And the current format of personnel days, in essence, spurs the connection of all details of a large mechanism that should set an effective course for development.
