Personnel Day: Four new names have appeared in the region's healthcare system, major industrial enterprises, and agricultural organizations

Four new names have appeared in the healthcare system, large industrial enterprises, and agricultural organizations of the region. This is the result of a personnel day held by the Chairman of the Vitebsk Regional Executive Committee, Nikolai Sherstnev.

Each of the appointees understands that a new position is not a place to hide among a pile of papers. The current state of affairs in the economy, the agricultural sector, and medicine dictates a specific personnel policy. There has always been high demand from the director corps, but now the bar has been raised significantly higher. Hence, the utmost diligence in selecting candidates. The head of the region always strives to personally ensure that the appointee is aware of the situation in their industry and understands the strategic tasks. Therefore, before signing the proposed name, Nikolai Nikolaevich thoroughly studied the career record of the specific contender and opted for managers and administrators ready to keep pace with the times.

Thus, Oleg Boginsky, who previously headed a specialized Vitebsk polyclinic for 11 years, has been appointed Chief Physician of the Regional Clinical Dental Center. Over the years, this institution, under the leadership of Oleg Yurievich, was recognized as a winner of competitions for achieving the best indicators in socio-economic development and resource conservation, and was inscribed on the Vitebsk City Honor Board. Thanks to Oleg Boginsky's competent management strategy at his previous workplace, it was possible to achieve growth in sales revenue and the volume of paid services.

Despite a certain increase in the share of private business in dentistry, most people still prefer state medical institutions. Today, a significant portion of the basic dental care provided in state institutions is still subsidized by the budget.

The regional center has become a kind of "dental Mecca" for many foreign patients. The reason is simple: the prices for services provided to foreign citizens using modern technologies are lower, and the quality of service and professionalism of staff are not inferior. Therefore,

К тому же в подчиненных областному стоматологическому центру учреждениях предстоит провести оценку состояния материально-технической базы. Такая инвентаризация позволит точечно выявить «слабые звенья» и в перспективе обновить оборудование с прицелом на более качественное оказание стоматологической помощи.

Развивать науку и использовать ее достижения в аграрном секторе предложил Николай Шерстнёв Андрею Балышу — новому директору РУП «Витебский зональный институт сельского хозяйства НАН Беларуси». На предприятии он прошел путь от научного сотрудника до заместителя директора по производству, поэтому о «начинке» зонального института знает не понаслышке. Сегодня здесь ведется важная исследовательская работа по испытанию различных сортов агрокультур. Практика показывает: в наших условиях сорта зарубежной селекции во многом превосходят отечественные и на выходе показывают высокую урожайность. Пример тому — картофель. По этой линии нужно продвигать работу с зерновыми и зернобобовыми культурами с учетом климатических условий. Особенно актуальна тема для западных регионов Витебщины, где значительно переувлажнена почва, из-за чего значительно притормаживаются работы на полях. Именно с использованием современных научных подходов и технологий в части улучшения устойчивости сортов растений к неблагоприятным внешним факторам связывает председатель облисполкома перспективы современного сельского хозяйства. A new stage in the development and an additional source of funding in the region's main dental institution, according to Oleg Boginsky, will be a dental 3D tomograph, which will be installed soon. The chief physician has no doubt: the expensive equipment will quickly pay for itself, as the accuracy of diagnostics and the wide possibilities for monitoring the course of the treatment process will make it in demand. In addition, an assessment of the state of the material and technical base is to be carried out in the institutions subordinate to the regional dental center. Such an inventory will allow us to pinpoint "weak links" and, in the future, to update equipment with a focus on providing higher quality dental care.

Nikolai Sherstnev proposed to develop science and use its achievements in the agricultural sector to Andrei Balysh, the new director of the Vitebsk Zonal Institute of Agriculture of the National Academy of Sciences of Belarus. At the enterprise, he went from a researcher to a deputy director for production, so he knows the "insides" of the zonal institute firsthand. Today, important research work is being carried out here to test various varieties of agricultural crops. Practice shows that in our conditions, varieties of foreign selection are largely superior to domestic ones and show high yields at the output. Potatoes are an example of this. Along this line, it is necessary to promote work with grain and leguminous crops, taking into account climatic conditions. This topic is especially relevant for the western regions of the Vitebsk region, where the soil is significantly over-moistened, which significantly slows down field work. It is precisely by using modern scientific approaches and technologies to improve the resistance of plant varieties to unfavorable external factors that the chairman of the regional executive committee associates the prospects of modern agriculture. Nikolai Sherstnev urged the new leader to boldly go beyond the standard, to take non-trivial paths

and focused on the implementation of innovative developments in terms of the economic efficiency of agriculture. And for this, a lot of research needs to be done and a "verdict" must be issued for districts and agricultural enterprises.

An appendix to the appointment of Vladimir Budo as director of OJSC "Knyazh" in the Sharkovshchyna district was a weighty portfolio of instructions, the main one of which was the postulate: to reformat the work. This year, prolonged rains completely undermined the work in the enterprise's fields. About 40% of the areas remain to be harvested. Every day of delay can result in significant losses. The situation in the livestock industry is also far from brilliant: low weight gain rates, milk yield per cow, gross milk production and its sales. All this ultimately affects the inflow of money into the enterprise's treasury, from which current expenses, salary payments, etc. are financed.

While approving Viktor Aksenov for the position of director of KUPP "Vitebchanka", Nikolai Nikolaevich emphasized that the enterprise must train workers in close cooperation with vocational education institutions.

— Not all colleges today have a sufficient material base for training young personnel, therefore, starting from the first year, students must learn to work on modern equipment. By ensuring internships in the best farms and enterprises, young people will see the positive aspects of the profession and gain advanced experience. Then we will raise a highly organized and highly professional specialist and will continue to train personnel by appointment, — the head of the region noted.

The topic of education was continued when approving the extension of the contract for the director of the State Educational Institution of Additional Education for Adults "Center for Training, Professional Development and Retraining of Workers" of the Committee for Agriculture and Food of the Regional Executive Committee, Fyodor Pochko. Nikolai Sherstnev instructed him to constantly keep his finger on the pulse of the region's economy and promptly respond to the demands of the labor market in order to be aware of the demand for specialties.
