Personnel decide everything. The Vitebsk Regional Prosecutor's Office Collegium discussed issues of service and labor discipline within the supervisory authority

A meeting was held under the chairmanship of the Prosecutor of the Vitebsk Region, Vadim Sushchinsky, with the participation of city and district prosecutors, the Vitebsk Transport Prosecutor, heads of structural divisions of the regional prosecutor's office, and other prosecutorial staff.

The agenda included the state of service and labor discipline in the prosecutor's offices of the Vitebsk Region and the fulfillment of the requirements of Directive No. 1 of the President of the Republic of Belarus of March 11, 2004 "On Measures to Strengthen Public Security and Discipline" in 2019.

In her speech, the Head of the Department of Personnel and Ideological Work, Tatyana Lisovskaya, noted that the leadership of the regional prosecutor's office, city and district prosecutors, and the Vitebsk Transport Prosecutor systematically carry out measures aimed at improving personnel management, maintaining an adequate level of service discipline, and properly organizing the activities of subordinates.

In order to prevent negative manifestations in the prosecutor's office teams, the state of service and labor discipline in the prosecutor's offices of the region is analyzed annually and considered at the meeting of the collegium of the regional prosecutor's office, operational meetings with the regional prosecutor, hearing reports from city and district prosecutors and heads of structural divisions of the regional apparatus.

 These issues are also regularly discussed at meetings of the attestation commission, ideological training sessions, operational meetings with the heads of prosecutor's offices, at educational and methodological seminars, and during inspections of city and district prosecutor's offices.

Special attention is paid to improving the professional level of employees.

For reference: in the past year, 21 educational and methodological seminars were held on various areas of supervisory activities, 10 of which discussed issues of strengthening service, labor, and transport discipline, and rules of conduct in everyday life. 112 prosecutorial employees underwent practical training in the structural divisions of the regional prosecutor's office, and 12 in the Prosecutor General's Office of the Republic of Belarus. In the Institute for Retraining and Professional Development

qualifications of judges, prosecutors, court and justice system employees 30 prosecutors underwent training at the Belarusian State University, 6 at other educational institutions. 10 employees are undergoing training at the Academy of Management under the President of the Republic of Belarus.

The institution of mentorship is actively continuing to operate as state prosecutors for employees with less than one year of experience in the prosecutor's office.

The measures implemented in the regional prosecutor's offices to maintain the proper level of service discipline and the professional level of prosecutors as a whole contribute to the conscientious performance of official duties and improve the quality of prosecutorial activities.

In 2019, 75 prosecutors were commended, or 35.8% of the actually employed. 24 employees were awarded state decorations. The amount of the monthly bonus was increased 288 times, of which 82 were for prosecutors of the regional prosecutor's office, and 206 were for employees of city and district prosecutor's offices, and the Vitebsk transport prosecutor's office.

Lev Kim, Senior Prosecutor of the Internal Security Department of the Prosecutor General's Office of the Republic of Belarus, informed the attendees about the requirements for service and labor discipline of prosecutors and provided examples.

"Personnel issues are key issues for prosecutors, especially at the district level. It is necessary to serve as a personal example of behavior in everyday life and profession for your subordinates, instill in them a sense of internal discipline, responsibility for their words and actions, thereby nurturing worthy prosecutors from young inexperienced employees, who will subsequently be proud of their colleagues and family," the regional prosecutor summed up the meeting.

Based on the discussion results, the collegium adopted a decision aimed at improving ideological work and further strengthening service and labor discipline at the local level.
