As if "smeared with honey"

How can we explain the behavior of 46-year-old citizen of the Russian Federation V., who managed to commit the same crime related to illegal migration twice during the summer?

Citizen V., who was deported from the Republic of Belarus in June last year for committing an administrative offense under Part 1 of Article 23.55 of the Code of Administrative Offenses, did not wait for the two-year period of entry ban to the Republic of Belarus to expire. Knowing that entry into Belarus would entail liability under Part 2 of Article 371 and Article 371-2 of the Criminal Code, he arrived on foot from the Russian Federation a week after his deportation, in violation of current legislation.

However, the very next day, V. was detained by vigilant transport police officers near the railway station "Orsha-Centralnaya". Subsequently, the court of Orsha district and the city of Orsha found V. guilty of illegal stay on the territory of the Republic of Belarus by a foreign citizen deported from the Republic of Belarus before the expiry of the entry ban period to the Republic of Belarus, i.e., of committing a crime provided for by Article 371-2 of the Criminal Code, and he was sentenced to three months of arrest.

After serving his sentence, in September, he was again forcibly deported to the Russian Federation.

But here's the catch – in the same month, he was detained again in the city of Orsha, on the territory of the locomotive depot of the "Orsha-Centralnaya" station. And again, a 3-month arrest under Article 371-2 of the Criminal Code.

It's truly like "honey is smeared on it"!
