Cyber threats, family distress, and the construction of a physical culture and sports complex were discussed at the Vitebsk Regional Executive Committee

Киберугрозы, семейное неблагополучие и строительство ФОК обсудили в Витебском облисполкоме

Cybercrime clearance rate increased to 32.5%, the number of dysfunctional children decreased by 468, and new sports and recreation centers will appear in Braslav and Sharkovshchina – pressing regional issues are in the spotlight at the executive committee meeting.

Cybercrime: every third crime is committed online

According to Andrey Krasko, Deputy Head of the Internal Affairs Directorate of the Executive Committee – Head of Criminal Police, today every third crime in the region and in the country is committed in the digital environment. Over the past five years, their share has grown exponentially, while "classic" crimes are decreasing. Significant progress has been made in solving serious and old cases.

The clearance rate of cybercrimes in the Vitebsk region is currently 32.5%. However, the main problem remains the same: people do not observe digital hygiene.

"The population is negligent about the simplest security rules, falls for scammers and loses their savings," stated Andrey Krasko. "In the first quarter of this year alone, the damage from cybercrimes exceeded 1.2 million rubles."

Preventive work will continue within the framework of special plans for 2026-2027. But without the consciousness of the citizens themselves, as law enforcement officers admit, there will be no victory.

Family dysfunction: the main thing is to notice it in time

Svetlana Trokhonova, Deputy Chairperson of the Commission for Juvenile Affairs of the Executive Committee, spoke about another area of work – child protection.

The key task today is the early identification of families where something is going wrong. And to immediately involve all services: to help parents with employment, treat alcoholism, improve housing conditions and the psychological climate.

The number of children living in difficult life situations decreased by 468 people as of the end of 2025. Positive dynamics are maintained.

– About 90% of parents embark on the path of correction, improve their lives, – emphasized Svetlana Trokhonova. – And the child remains in their native family – and this is the main goal. In 2026, state protection of children will remain an unconditional priority.

Sports: program completed by 100% – and this is not the limit

Denis Fateev, Head of the Department of Sports and Tourism, reported that under the state program "Physical Culture and Sports" for 2021-2025, all 9 indicators were fully implemented – rated as "effective". Key facilities include the Lepel Physical Culture and Recreation Complex, commissioned in 2024 and in high demand among the population, a new track at the Vitebsk State College of the Olympic Reserve, over 3.5 thousand meters long for biathletes and skiers, as well as a reconstructed shooting range in Vitebsk, which has become the main training base for shooters.

Now, a new program for 2026. It includes 10 target indicators, which have already been communicated to all cities and districts.

The main thing that awaits the region, according to Denis Fateev, is the reconstruction, modernization, and construction of 13 sports facilities.

– We continue to fulfill the President's instructions on creating physical culture and recreation complexes with swimming pools in each district center. In Braslav, we plan to commission a physical culture and recreation complex this year, and in Sharkovshchina, we are starting construction and, with successful financing, will commission it next year. After that, facilities in Beshenkovichi and Dubrovno will be implemented, – said Denis Fateev.
