The number of crimes in the region decreased by 11%
In the current year, the prosecutor's offices of the region have been taking measures aimed at strengthening legality and law and order, ensuring public safety and discipline. Special attention was paid to protecting the social rights and interests of citizens, including minors, preventing crimes and other offenses, combating corruption and economic crime, supervising compliance with legislation during inquiries and preliminary investigations, and considering cases in courts.
The organizational and practical measures taken have made it possible to ensure, on the whole, a stable operational situation.
The number of crimes in the region has decreased by 11%, including by 6.2% in criminal investigation. At the same time, the greatest reduction in crime was due to a decrease in theft, bribery, abuse of official powers, illicit drug trafficking, evasion of parental duties to support children, and evasion of payment of accounts payable.
The number of grave and especially grave crimes, murders, as well as attempted murders, hooliganism, robbery, banditry, and theft has decreased. There has also been a decrease in the number of misappropriations or embezzlements, abuses of power or official authority, and evasion of payment of taxes and fees. Fewer crimes were committed in public places, by persons with a criminal record, while intoxicated, and by groups of individuals.
This state of affairs is to some extent due to the coordinated work of all interested departments to improve the crime situation in the region and prevent unlawful behavior of antisocial individuals.
At the same time, in some cases, apparent well-being is hidden behind the lack of effective work by law enforcement agencies in identifying crimes, including in the sphere of illicit drug trafficking, combating economic crime and corruption.
It should be noted that in the first half of 2020, the number of thefts committed using computer technology, fraud, and unauthorized access to computer information increased. Still
noted is the low disclosure rate of crimes registered in the field of high technologiesThe number of extortion, fraud, theft of vehicles or small vessels, violations of preventive supervision requirements, non-execution of court sentences on deprivation of the right to hold certain positions or engage in certain activities has increased, and there has been an increase in crimes committed by minors and with their complicity,
The nature of modern crime requires the continuation of active work by all state institutions on crime prevention, systematic analysis of the operational situation, and substantive resolution of social problems that negatively affect the state of law and order.
Especially since in a number of regions of the oblast, the operational situation remains complex, particularly in Vitebsk, Beshenkovichi, Gorodok districts, and the city of Novopolotsk.
In Beshenkovichi, Vitebsk, Glubokoe, Gorodok, Rossony districts, as well as in the Vitebsk and Orsha transport regions, the number of grave and particularly grave crimes has increased, many of which are related to the consumption of alcoholic beverages and the illegal use of narcotic drugs.
At the same time, the active application of legal means to prevent offenses and eradicate drunkenness, alcoholism, and drug addiction is not ensured everywhere.
The state of juvenile delinquency in Verkhnedvinsk, Glubokoe, Dokshitsy, Dubrovno, Liozno, Miory, Orsha, Rossony, Senno, Ushachi, Chashniki, and Shumilino districts is a cause for concern.
The problem of human deaths from external factors remains relevant for the oblast. Despite the decrease in the number of fires, the number of citizens who died in them has increased.
At the same time, it should be noted that to improve the fire situation in the oblast, it is necessary to intensify the activities and change the approaches of all interested prevention entities. This primarily includes conducting preventive work with citizens of retirement age and persons who abuse alcoholic beverages. 70% of deaths in fires occurred while in a state of alcoholic intoxication.
The number ofroad traffic accidents, as well as citizens killed and injured in them. The main cause of death and injury of people on the roads is gross violation of traffic rules by its participants. Often, the commission of traffic accidents occurs due to the fault of pedestrians.
For 6 months of the current year, 46 people died on the water, including 2 children. 14 individuals were intoxicated.
As a result of industrial accidents, 12 people died, 47 received severe injuries.
The regional prosecutor demanded to continue the systematic, joint work of all prevention subjects on strengthening legality and law and order in the Vitebsk region.
