State Property Committee: In the Vitebsk region, settlements will be identified where vacant residential buildings will be sold for a base price at auction and without auction

Vacant residential buildings are located not only in remote rural settlements but also in Vitebsk itself.

The importance of solving the problem of vacant residential buildings in rural areas has been emphasized by both the Head of State and the Government of the country. On March 24, the President signed Decree No. 116 "On the alienation of residential buildings in rural areas and the improvement of work with vacant houses," and in August, the Decision of the Vitebsk Regional Executive Committee No. 415 "On the alienation of vacant residential buildings in the Vitebsk region" was adopted, which will come into force on September 27.

Vacant residential buildings recognized by the court as ownerless and transferred to state ownership can now be sold at auctions with a starting sale price equal to one base value, or immediately for 1 base value without bidding.

In addition, taking into account the proposals of city and district executive committees, settlements have been identified where such real estate can be put into circulation only through bidding. A total of 380 settlements in 16 districts of the Vitebsk region are included in this list, including 13 district centers, as well as Vitebsk and Novopolotsk.

The largest representation in the list is held by Lepel (57 settlements), Senno (53), and Vitebsk (43) districts. In the Dubrovno district, restrictions apply only to the district center. At the same time, throughout the Dokshitsy, Postavy, Rossony, Ushachy, and Sharkovshchina districts, vacant housing can be sold immediately for the base value and without auction.

Such houses can be alienated without the presence of title documents for them, provided that information about the residential buildings is entered into the household register of the rural executive committee or they are built on land plots provided in accordance with the legislation.

Alienation agreements will be registered by the executive committees at the location of the residential buildings without charge, and the buyer will have to obtain title documents for it and the land plot.
