State Property Committee: In the Vitebsk region, work with communal property has replenished the budget by almost 24.6 million rubles
About 38.6% of the revenue comes from dividends on shares (growth rate of 107.8%). The share of income from the transfer of net profit of unitary enterprises was 32.2%. Lessees of communal property transferred more than Br4.4 million to the budget, which is 10.5% higher than in 2020.
In 2021, the committee organized 678 real estate auctions, or 16.5% more than in 2020. This dynamic is due to the entry into force of Decree No. 168, which established the modern state information system "Unified Property Register". This unified information resource contains up-to-date information on state-owned property and contributes to its effective management.
The decree defines the procedure for balance holders to work with unused property, which encourages them to organize their real estate records and reduces the time required for the procedures to involve unused property in economic circulation, specialists noted. As a result, in 2021, there were many examples where objects were recognized as unused, promptly put up for auction, and even sold: a carpentry workshop in Vitebsk, agricultural premises in Beshenkovichi and Gorodok districts, the former headquarters building in Verkhnedvinsk, etc.
Approximately every sixth announced auction was successful. A total of 120 real estate objects were sold for almost Br2.9 million, with the share of buildings sold at auction for 1 basic unit (in 2021 - Br29) increasing to 62.3%. The trend of successfully finding new owners for objects with a long sales history has been maintained. A total of 23 buildings and structures were sold, the sales process of which was initiated in 2014-2018. In addition, new owners were found for the property of two health resorts in the Orsha and Vitebsk regions.
The practice of selling municipal property to tenants who have occupied the real estate for more than 3 years and have duly fulfilled their lease obligations continued. In this targeted manner, 22 properties with a market value of over Br2 million were sold.
As of January 1, 2022, the total area of real estate owned by the Vitebsk region and its administrative-territorial units exceeded 10 million sq.m and increased over the year by approximately 86.2 thousand sq.m, or by 0.9%. More than 285.8 thousand sq.m (2.8% of the total area) are leased, and 988.7 thousand sq.m (9.8%) have been transferred for gratuitous use. The share of unused real estate is about 8% (809 thousand sq.m), the area of which increased by almost 43% in 2021, mainly due to the acceptance of over 2.6 thousand properties of bankrupt enterprises into municipal ownership.
