Committee on Architecture and Construction: on the implementation of the norms of the Decree of the President of the Republic of Belarus on the simplified procedure for the construction and reconstruction of construction objects
For the construction or reconstruction of single-family residential houses and utility buildings in rural settlements (except for those located in districts adjacent to regional centers and Minsk), citizens only need to have a document certifying the right to a land plot.
For the construction of such buildings in rural settlements located in districts adjacent to regional centers and Minsk, in urban-type settlements and cities, a citizen needs to obtain a developer's passport. Based on such a passport, legal entities and individual entrepreneurs will also be able to build single-family residential houses.
The developer's passport is issued on the "one-stop-shop" principle, the processing time is one month, and the cost is 25 basic units.
In addition, by Decree of the President of the Republic of Belarus of July 25, 2022 No. 253 "On the simplified procedure for commissioning construction facilities", local executive and administrative bodies are granted the right to commission single-family residential houses and non-residential buildings constructed by citizens without permits and design documentation (except for those located in Minsk). In this case, such buildings will not be recognized as unauthorized.
The Decree entered into force on September 1, 2022, and is temporary (until January 1, 2025). The document will allow the legalization of unauthorized constructions built by citizens on land plots obtained by them before September 1, 2022.
