Committee for Labor, Employment and Social Protection: on labor protection in student detachments

In the Vitebsk region, the practice of involving youth in labor during the summer period is traditionally implemented. A system of measures has been created to promote the labor and social adaptation of youth, the acquisition of professional skills and personal development by young people, and the formation of citizenship and patriotism.

The priority direction in youth education is the development of student and pupil detachments.

In 2020, more than 10.5 thousand young people who expressed a desire to participate in production, creative, and socially significant activities during their free time from studies will be involved in various student detachments.

It should be noted that young people often lack the required professional training to perform the work they plan to be involved in, as well as the necessary training, internships, instructions, and knowledge checks on labor protection issues. This circumstance can lead to various injuries, and in order to implement state youth policy, healthy and safe working conditions must be created for the participants of student detachments.

Based on the Decree of the President of the Republic of Belarus of April 16, 2012, No. 181 "On the Organization of Student Detachments in the Republic of Belarus," the general coordination of work on the formation of student detachments and their activities is carried out by the Ministry of Education of the Republic of Belarus. The head of the educational institution, the NGO "BRSM," or another youth public association that formed the student detachment is responsible for the composition of the student detachment and control over its activities.

The Decree provides for the conclusion of an agreement between the educational institution that formed the student detachment and the host organization, taking into account the requirements of labor legislation, the conditions of the detachment's activities, and labor protection (para. 1.8).

In accordance with para. 1.4 of the Decree, students and pupils of educational institutions are enrolled in a student detachment in the absence of medical contraindications for performing types of activities (work).

In accordance with the requirements of clause 31 of the Instruction on the procedure for training (education), retraining, internships, instruction, professional development, and knowledge testing of employees on labor protection, approved by the resolution of the Ministry of Labor and Social Protection of the Republic of Belarus of November 28, 2008, No. 175, before starting work, participants of student detachments undergo training on labor law and labor protection issues in educational institutions.

Organizations that involve youth in work (provision of services) conduct their training, instruction, internships, and knowledge testing on labor protection issues in accordance with the requirements of the Instruction (clause 32 of the Instruction).

The heads of organizations sending and receiving student detachments are obliged to ensure compliance with the norms and rules provided for by the legislation when regulating the labor of youth who wish to participate in production activities in their free time from studies.
