Committee for Labor, Employment and Social Protection: special attention is paid to citizens who are unable to compete on equal terms in the labor market.

Decisions of district executive committees annually establish quotas for the employment of citizens who are subject to additional guarantees in the field of employment (in 2021 – for 2235 citizens).

In 2021, 2134 people, who are particularly in need of social protection, were registered as unemployed. Assistance in employment was provided to 1483 citizens.

The proportion of employed unemployed individuals with additional employment guarantees was 60.5 percent, compared to the target of 57 percent for 2021 (in 2020, this indicator was 54 percent).

In 2021, the effectiveness of employment assistance increased among:

• servicemen dismissed from military service (2021 – 90.4 percent, 2020 – 86.8 percent);
• parents in large and single-parent families, as well as those raising children with disabilities (2021 – 73 percent, 2020 – 64.6 percent);
• pre-retirement age individuals (2021 – 47.9 percent, 2020 – 47.3 percent); disabled individuals (2021 – 54.7 percent, 2020 – 46.6 percent);
• individuals seeking work for the first time aged up to 21 (2021 – 51 percent, 2020 – 47.4 percent);
• individuals released from places of deprivation of liberty (2021 – 51.7 percent, 2020 – 45.1 percent);
• citizens who left areas of radioactive contamination (2021 – 75 percent, 2020 – 50 percent);
• combat veterans (2021 – 58.3 percent, 2020 – 56.5 percent).
