Committee on Labor, Employment and Social Protection: on the employment of citizens particularly in need of social protection

The state provides additional guarantees in the field of employment promotion to the following citizens who are particularly in need of social protection and are unable to compete on equal terms in the labor market:

 

    • orphans,
    • children left without parental care,
    • persons from among orphans and children left without parental care;
    • parents in large and single-parent families, as well as those raising children with disabilities;
    • people with disabilities;
    • persons released from places of deprivation of liberty;
    • first-time job seekers aged up to 21;
    • pre-retirement age persons (two years before reaching the age entitling them to an old-age pension under general conditions);
    • other citizens, if determined by legislation.

The provision of additional guarantees in the field of employment promotion is ensured by:

 

  • establishing quotas for employers for hiring,
  • providing vocational guidance services,
  • organizing training in professions in demand in the labor market
  • adapting people with disabilities to work activities and other measures.

 In January-March 2022, 504 citizens with additional employment guarantees applied to the employment service and were registered as unemployed, which is 22.8 percent of the total number of registered unemployed.

    • 113 – parents in large and single-parent families, as well as those raising children with disabilities;
    • 12 – unemployed individuals seeking work for the first time, aged up to 21;
    • 59 – pre-retirement age individuals;
    • 4 – orphans and children left without parental care;
    • 2 – combat veterans;
    • 26 – military personnel discharged from military service;
    • 35 – citizens released from places of detention;
    • 52 – disabled individuals.

The employment rate of unemployed individuals with additional employment guarantees as of April 1, 2022, was 41.5 percent (the set target for January – March 2022 was 30 percent), which is 0.7 percentage points higher than as of April 1, 2021 (40.8 %)
