Committee on Labor, Employment and Social Protection: on the employment of citizens particularly in need of social protection

The state provides additional guarantees in the field of employment promotion to the following citizens who are particularly in need of social protection and cannot compete on equal terms in the labor market:

  • orphans,
  • children left without parental care,
  • persons from among orphans and children left without parental care;
  • parents in large and single-parent families, as well as those raising children with disabilities;
  • people with disabilities;
  • persons released from places of deprivation of liberty;
  • those seeking work for the first time aged up to 21;
  • pre-retirement age individuals (two years before reaching the age entitling them to old-age pension on general grounds);
  • other citizens, if determined by laws and decrees of the President of the Republic of Belarus.

The provision of additional guarantees in the field of employment promotion is ensured by:

  • establishing quotas for employers for hiring,
  • providing vocational guidance services,
  • organizing training in professions in demand in the labor market, and other measures.

In January-November 2021, 1991 citizens with additional employment guarantees applied to the employment service and were registered as unemployed, which is 22.7 percent of the total number of registered unemployed. Assistance in employment in permanent jobs was provided to 1355 citizens, including:

478 – parents in large and single-parent families, as well as those raising children with disabilities;

68 – unemployed persons seeking work for the first time aged up to 21;

1 – children left without parental care;

217 – pre-retirement age individuals;

15 – persons from among orphans and children left without parental care;

3 – citizens who left territories of radioactive contamination;

7 – combat veterans;

150 – military personnel dismissed from military service;

173 – citizens from among persons released from places of deprivation of liberty;

243 – disabled persons.

The employment rate of unemployed persons with additional employment guarantees as of 01.12.2021 was 58.7 percent (the set target for 2021 is 57 percent), which is 5.5 percentage points higher than as of 01.12.2020 (53.2 %)
